Rusların İran’da Kurduğu İran İstikrazi Bankası (1891-1921)’nın Faaliyetleri Üzerine
Abstract
İran Şâhenşâhî ve İran İstikrazi Bankaları kurulmadan önce, İran'da Avrupa tarzında banka kurulmamıştır. Nâsıreddîn Şah dönemi Kaçar tüccarları, kendi ticaretlerini kolaylaştırmak ve hızlandırmak maksadıyla Tahran’da bir banka ve İran'ın diğer ticari kesimlerinde şubeler açmak istemişlerdir. Ancak İranlılar tarafından gerçekleştirilen bu girişim herhangi bir sonuç vermemiştir. İngilizler, Tahran’da kurdukları İran Şâhenşahî Bankası ve İran'ın çeşitli bölgelerinde şubeleri sayesinde kendi çıkarları için önemli başarılar elde etmişlerdir. İngilizlerin, Nâsıreddin Şah’tan İran Şâhenşahî Bankası (Bank-ı Şâhî) imtiyazını elde etmelerinin ardından, Polyakov Kardeşler de Nâsıreddîn Şah’tan İran İstikrazi Bankası’nı kurma iznini almışlardır. Ruslar bankayı, 19. yüzyılın sonlarında İngiliz Şâhenşâhî Bankası ile rekabet etmek, ticari amaçlar ve kredi sağlama hedefleriyle kurmuşlardır. 20. Yüzyılın siyasi ve ekonomik olaylarından etkilenen banka, sermaye yetersizliği nedeniyle feshedilmenin eşiğine geldiğinde ise hisseleri Petersburg Bankası tarafından satın alınmış ve İran’ın farklı şehirlerinde açtığı şubeler sayesinde Rus siyasi maksatlarının uygulama aracı haline gelmiştir. Nitekim kurumun temel faaliyeti, İran halkının çeşitli kesimlerine, özellikle de devlete, saray ricali ve devlet adamlarına kredi sağlamak ve onları Çarlık Rusya'nın hedef ve amaçları doğrultusunda hizmet etmek zorunda bırakmak olmuştur. İran İstikrazi Bankası'nın diğer faaliyetleri arasında Çarlık Rusya'nın İran'daki ekonomik nüfuzuna yönelik zemin hazırlanması, başta yol yapımı olmak üzere çok sayıda ekonomik imtiyazların elde edilmesi, İran'da milli banka kurulmasının engellenmesi, İran iç sanayisine zarar verilmesi ve İran ekonomisinin Rusya'ya olan bağımlılığının derinleştirilmesi gibi faaliyetleri sayabiliriz.
Çalışmada Kaçar Hanedanlığından Nâsıreddin Şah tarafından 1890 yılında imtiyazı Polyakov Kardeşlere verilen İran İstikrazi Bankası’nın kurulma nedeni, kurulması ve işleyişi belgeler doğrultusunda incelenmiştir.

The Operatıonal Actıvıtıes Of The Russıan-Establıshed Loan And Dıscount Bank Of Persıa (Bānk-E Esteqrāżī-E Rūs) In Iran, 1891–1921
Abstract
Prior to the establishment of the Imperial Bank of Persia and the Loan and Discount Bank of Persia, no European-style banking institution had been founded in Iran. During the reign of Nāṣir al-Dīn Shāh, Qajar merchants sought to establish a bank in Tehran and open branches in other commercial centers of Iran with the purpose of facilitating and expediting their trade operations. However, this initiative undertaken by Iranians did not yield any substantive outcome. Through the Imperial Bank of Persia, which they established in Tehran, and its branches across various regions of Iran, the British achieved considerable successes in advancing their own imperial interests. Following the British acquisition of the Imperial Bank of Persia (Bank-i Shāhī) concession from Nāṣir al-Dīn Shāh, the Polyakov Brothers subsequently obtained authorization from Nāṣir al-Dīn Shāh to establish the Loan and Discount Bank of Persia. The Russians established the bank in the late nineteenth century with the objectives of competing with the British Imperial Bank of Persia, pursuing commercial interests, and providing credit facilities. Adversely affected by the political and economic upheavals of the twentieth century, the bank was brought to the verge of dissolution due to insufficient capital; however, its shares were subsequently acquired by the St. Petersburg Bank, whereupon the institution became an instrumental vehicle for the implementation of Russian political objectives through its branch network established across various cities of Iran. Indeed, the primary operational function of the institution was to extend credit to various segments of Iranian society, most notably to the state, court dignitaries, and statesmen, thereby compelling them to serve in accordance with the goals and objectives of Tsarist Russia. Among the other operational activities of the Loan and Discount Bank of Persia were the preparation of the groundwork for the expansion of Tsarist Russia's economic influence in Iran, the acquisition of numerous economic concessions — most prominently in road construction — the obstruction of the establishment of a national bank in Iran, the infliction of damage upon Iran's domestic industries, and the deepening of Iran's economic dependence on Russia.
In this study, the rationale behind the establishment, the foundation, and the operational mechanisms of the Loan and Discount Bank of Persia — the concession for which was granted by Nāṣir al-Dīn Shāh to the Polyakov Brothers in 1890 — have been examined in accordance with primary documentary sources.
