Abstract

It can be seen that the effort of Ottoman Empire to “build a modern army” starts with the degression against the West. To have a modern army on European scale gained importance and a different dimension for “Devlet-i Aliyye” (trans. The Great State) by the abolition of the Guild of Janissaries, which was the classical army organization of the Ottoman Empire. European experts started to be consulted in order to build a “modern army” to replace the Guild of Janissaries in the period of Mahmut II. To this end, many European military experts were assigned to the Ottoman army at the beginning of 19th century. Being one of these military experts who assigned to the Ottoman army in summer of 1883; German Von Der Goltz Pasha had a much more remarkable effect on Ottoman Army and soldier-civil intellectuals than any other other foreign experts. Von Der Goltz Pasha was closely interested in developments in these lands; shared his ideas about these developments with Turkish and global public through his written works, articles and announcements to newspapers, beginning from the date of his assignment until his passing away in Iraq Campaign in 1916. This study aims to reveal a general outline on the effect of Von Der Goltz Pasha on Ottoman Army and soldier-civil intellectuals and his ideas on the developments that took place in the last period of the Ottoman Empire
