Abstract

Çin uzmanı David Shambough imzalı ‘‘Çin Küreselleşme Yolunda-Kısmi Güç’’ isimli bu eser Çin’in uluslararası sistem içerisinde artan etkinliğini güç bileşenleri çerçevesinde ele almıştır. Çin’in yükselen ekonomik gücü, genişleyen askeri kapasitesi, artan kültürel gücü ve etkili diplomasi yeteneği küresel yönetişim üzerinde etkili bir rol oynamaktadır. Çin’in sistem içerisinde artan diplomatik varlığı, kültürel yetkinliği, ekonomik ve güvenlik alanlarında artan yatırımlarının küresel düzlemde yükselen gücünü ortaya koymaktadır. Yazar, Çin’in genişleyen kapsamlı gücünün küresel yönetişim üzerinde derin bir etkiye sahip olduğunu dile getirirken, Çin’in büyük bir dünya gücüne uygun etkiden hala yoksun olduğunu dile getirmektedir. Yazar, bu çalışmada Çin’in dünya arasındaki ilişkiye ışık tutabilmeyi, yükselen gücünün uluslar arası sistem içerisindeki etkisini analiz edebilmeyi ve Çin’in gelişimini bölgesel değil küresel düzlemde inceleyerek bir bütün olarak değerlendirmeyi amaçlamıştır. Çin’in küresel sistem içerisinde artan önemini, küresel güvenlik içerisindeki yerini ve küresel ekonomik varlığını değerlendirirken, Çin’in güçlü ve zayıf yönlerini ile ilgili ayrıntılı bilgilere de yer vermektedir. Çin yönetiminde rol oynayan iç dinamikler uluslararası yönetişim üzerinde baş aktör olmasını engellemektedir. Yazar, beş yıl süren bu çalışmada Çin’in gelişimini ve bunun dünyaya etkisinin çeşitli yönlerini bütünlük içerisinde ele almış, Çin’in hala ‘’kısmi bir güç’’ olduğu yönündeki tezini destekleyen söylemlere de her bölümün sonunda yer vermiştir. Yazar, kitabın her bölümünde bölüm başlığına uygun üst düzey yöneticilerin sözlü ifadelerine yer vererek bölümlere geçiş yapmıştır. Kitapta yer alan sekiz bölüm, Çin’in küresel gücünün öğelerini ayrıntılı olarak değerlendirmiştir. Bu eser içerisinde başlıkların içeriğini oluşturan alt başlıklarda yer almaktadır.

Abstract

This work entitled ‘China on the Path to Globalization-Partial Power’, signed by China expert David Shambough, discussed the increasing effectiveness of China in the international system within the framework of the components of power. China's rising economic power, expanding military capacity, increasing cultural strength, and ability for effective diplomacy play an influential role on global governance. China's growing diplomatic presence in the system, its cultural competence, and its increasing investments in economic and security areas demonstrate its rising power on a global level. The author notes that the expanding comprehensive power of China has a profound impact on global governance, while China still lacks the appropriate influence of a major world power. In this study, the author aimed to shed light on the relationship between China and the world, to analyze the impact of its rising power within the international system and to evaluate China's development as a whole by examining it on a global rather than regional dec dec. It evaluates the growing importance of China in the global system, its place in global security, and its global economic presence, and also provides detailed information about China's strengths and weaknesses. The internal dynamics that play a role in Chinese governance prevent it from being a major actor in international governance. The author has covered the development of China and various aspects of its impact on the world in this five-year study, and also included the rhetoric that supports his thesis that China is still a ‘partial power’ at the end of each chapter. The author has made the transition to chapters by including the oral statements of the senior managers appropriate to the chapter title in each chapter of the book. The eight chapters included in the book have considered in detail the elements of China's global power. It is included in the subheadings that make up the content of the titles in this work.
