Bulgular: Araştırma verilerinden elde edilen bulgulara göre hastanelerin ortalama performans puanı 0,4647 olarak tespit edilmiştir. Analiz sonucunda, en yüksek puana sahip hastanenin 0,7270 performans puanı ile Giresun Üniversitesi Prof. Dr. A. İlhan Özdemir Hastanesi, en düşük puana sahip hastanenin ise 0,2577 performans puanı ile Gülhane Eğitim ve Araştırma Hastanesi olduğu saptanmıştır. İller bazında en düşük performans puanı ortalaması 0,3395, 0,3682, 0,4493, 0,4819, 0,5057 ile sırasıyla, İzmir, Ankara, İstanbul, Antalya ve diğer illere ait olduğu saptanmıştır. Sonuç: Türkiye’de Sağlık Bakanlığı’na bağlı eğitim ve araştırma hastaneleri performans düzeyinin genel olarak nüfusun az olduğu illerde faaliyet gösteren, personel ve yatak sayısının düşük olduğu hastanelerde daha yüksek olduğu tespit edilmiştir. Sağlık Bakanlığı’na bağlı A1 grubunda yer alan hastanelerin hastane, yatak ve personel sayısının yaklaşık %50’si İstanbul, Ankara, İzmir ve Antalya ilinde bulunmaktadır. Bu durum birim başına üretilen sağlık hizmeti göstergelerinin diğer hastanelere göre daha düşük olmasına neden olmaktadır. Bu nedenle sağlık politika ve planlama yapıcılarının eğitim ve araştırma hastanelerine personel, yatak, cihaz, malzeme ve bina vb. kaynak tahsisi yaparken ve öncelik belirlerken çok kriterli karar verme yöntemlerinden yararlanmaları önerilmektedir.
Amaç: Bu araştırmanın amacı Sağlık Bakanlığı’na bağlı eğitim ve araştırma hastanelerinin performansını çok kriterli karar verme tekniklerinden biri olan TOPSIS yöntemi ile analiz etmektir. Yöntem: Araştırmanın evreni Sağlık Bakanlığı’na bağlı A1 grubunda yer alan hastanelerin tamamını kapsamaktadır. Araştırmada örneklem çekilmemiş evrenin tamamına ulaşılmıştır. Araştırma verileri Sağlık Bakanlığı istatistik raporlarından derlenmiştir. Araştırmada hastane performans değerlendirme kriteri olarak; hekim başına düşen günlük poliklinik sayısı, yatak başına düşen hekim oranı, yatak başına düşen hemşire oranı, hekim başına ağırlıklı ameliyat sayısı, yatak doluluk oranı, yatak devir hızı, ortalama kalış gün sayısı alınmıştır Araştırmada verilerinin analizinde TOPSIS yöntemi kullanılarak hastane performansları tek bir puana çevrilmiş ve hastaneler performans düzeylerine göre sıralanmıştır.

Objective: The aim of this study is to analyze the performance of the education and research hospitals affiliated to the Ministry of Health with the TOPSIS method which is one of the multi-criteria decision making techniques. Method: The population of the study covers all hospitals in the A1 group of the Ministry of Health. In the study, the whole sample was not reached. Research data were collected from the Ministry of Health statistics reports. In the research, as hospital performance evaluation criterion; The number of outpatient clinics per physician, rate of physician per bed, rate of nurse per bed, weighted number of surgeries per physician, bed occupancy rate, bed turnover rate, average number of days of hospitalization were taken into account. hospitals are ranked according to their performance levels. Results: According to the findings obtained from the research data, the average performance score of the hospitals was determined as 0.4647. The hospital that has the highest score is Giresun University Dr. A. İlhan Özdemir hospital with a performance score of 0.7270. The lowest rated hospital was Gülhane Training and Research Hospital with 0.2577 points. The lowest average performance score on the basis of provinces was found to be 0,3395, 0,3682, 0,4493, 0,4819, 0,5057 respectively in İzmir, Ankara, İstanbul, Antalya and other provinces. Conclusion: The number of staff and beds with the provinces is less than the population in general depends on the performance of education and research hospital, the Ministry of Health in Turkey has been found to have higher levels of performance of hospitals is low. About 50% of the number of hospitals, beds and personnel of the A1 group of hospitals affiliated to the Ministry of Health are in Istanbul, Ankara, Izmir and Antalya. This situation causes the health care indicators produced per unit to be lower than other hospitals. Therefore, health policy and planning determinants should make use of multi-criteria decision-making methods while allocating and prioritizing resources such as personnel, beds, devices, materials and buildings to education and research hospitals.
