Scientific, Social and Moral Duties of the Physician

Abstract

Preventive medicine constitutes the truest form of social medicine. The social duties of a physician are extremely responsible in the face of preventive issues such as child-mother protection, school and occupational medicine, mental health, and various vaccinations. The physician issuing a report must always heed the voice of conscience, remain free from all kinds of influences, and consider the negative social consequences and legal liability of the report he issues, sometimes out of self-interest and perhaps even out of personal gain. A physician who submits a report to a teacher working in a distant country, with only minor social considerations and entreaties, must consider that a group of students have been left without a teacher for months, and that he is responsible for this. All these issues also apply to military and labor physicians. Moreover, many of these patients will explain how they obtained the report and accuse the physician.

Koruyucu hekimlik en gerçek sosyal tababeti teşkil eder. Çocuk ana himayesi. mektep ve iş hekimliği, ruh sağlığı, çeşidli aşılanmalar gibi koruyucu problemler karşısında hekimin sosyal vazifeleri son derece sorumludur, Rapor veren hekim daima vicdan sesine kulak vermeli her çeşid tesirlerden uzak kalmalı ve bazen hatır ve gönül için ve belkide şafisi bir menfaat dürtüsü ile verdiği raporun menfi sosyal akibetlerini ve adli sorumluğunu göz önünde bulundurmalıdır. Uzak bir memleket köşesinde vazife gören bir Öğretmene yalnız ufak tefek sosyal düşünceler ve yalvarmalarla rapor ve-ren bir hekim aylarca bir talebe kitlesinin hocasız 'kaldıklarım ve bunun mes'ulÜ 'kendisini olduğunu diişÜnmelİdİr. BiitÜn bu şeyler asker, İşçi hekimleri İçin de varittir. Bahu sus bu hastaların bir çoğu ne şekilde rapor aldıklarını anlatırlar ve hekimi İttiham altında bulundururlar.
