Abstract

Birinci Dünya Savaşı öncesinde Van çevresindeki Ermenilerin Osmanlı Devleti'ndeki konumları ve karıştıkları olaylarla ilgili arşivlerde yeterince belge bulunmaktadır. Bununla birlikte bölgenin ileri gelenleri ve orada bulunan yabana devletlerin temsilcileri ve yetkililerinin Osmanlı-Ermeni ilişkileriyle ilgili olarak yaptıkları toplantılarda neleri görüştüklerine dair sınırlı sayıda belge bulunmaktadır. Bu anlamda Başbakanlık Osmanlı Arşivi Hariciye Nezareti Siyasi kısım, Dosya No:2776, Gömlek No:65 Belge:7, Varak:9 da bulunan ve beş sayfadan oluşan belge çok önemlidir. O tarihlerde Ermenilerin bölgede içinde bulundukları durumu ve karıştıkları olaylarla ilgili olarak bilgi vermektedir. Ermenilerin faaliyetleri yanı sıra Rusların olaylara yaklaşımı ve muhtemel siyasetlerini de göstermektedir.

A Document Regarding Ottoman–Armenian And Russian–Armenian Relations Before The First World War (15–16 Kanunevvel 1327)

Abstract

Prior to the First World War, there exist a sufficient number of archival documents concerning the position of Armenians in the vicinity of Van within the Ottoman Empire and the incidents in which they were involved. However, there are only a limited number of documents regarding the meetings held between the local notables of the region and the representatives and officials of foreign states present there, as well as the subjects discussed concerning Ottoman–Armenian relations. In this context, the document preserved in the Prime Ministry Ottoman Archives, in the Ministry of Foreign Affairs, Political Section, File No: 2776, Folder No: 65, Document: 7, Folio: 9, consisting of five pages, is of great importance. It provides information about the situation of the Armenians in the region at that time and the incidents in which they were involved. In addition to the activities of the Armenians, it also reveals the Russian attitude toward these events and their probable policies.
