A BIBLIOMETRIC ANALYSIS OF ARTICLES PUBLISHED WITH THE TITLE OF E-GOVERNMENT WITH VOSVIEWER

Abstract

In recent years, the rapid development of technology and its impact on every aspect of our lives has reached tremendous power. It is impossible for technology, which affects all sectors, not to affect public administration. The use of technology is becoming increasingly widespread and important in both central and local governments. The power of technology is used especially in public service delivery. Thus, the classical government understanding has changed and turned into an electronic government. For this reason, different studies on e-government have begun to be carried out. Based on this, the first aim of this study is to analyze the articles written about e-government in detail. Since the study is not limited only to the field of public administration, other fields that study e-government are also included in the study. Thus, the other aim of the study is to reveal in which areas and how joint studies can be carried out while studying e-government. In this sense, the study is a useful study that shows which subjects are most studied in e-government and which subjects have become important in recent years. In the research, publications published in the WoS (Web of Science) database between 2001 and 2024 were accessed. These publications were accessed by searching the keyword "e-government" or "electronic government" in the "title" heading. A total of 1655 studies were bibliometrically analyzed with the VOSviewer program. According to the results of the analysis, it was seen that there was an increase in the number of publications after 2005. It has been examined that the majority of the publications originate from the USA (United States of America) and the USA is at the center of the citation analysis. The most used keywords are adoption, government, trust and communication technologies. It has been observed that the keywords "big data, open data, machine learning, artificial intelligence" have gained popularity and started to be studied in recent years. Finally, the 10 most cited articles on the subject studied in the article were examined in detail.

E-DEVLET BAŞLIĞI İLE YAYINLANAN MAKALELERİN VOSVİEWER İLE BİBLİYOMETRİK BİR ANALİZİ

Abstract

Son yıllarda, teknolojinin hızla gelişmesi ve hayatımızın her alanına etki etmesi muazzam bir güce ulaşmıştır. Bütün sektörleri etkileyen teknolojinin kamu yönetimini etkilememesi mümkün değildir. Hem merkezi yönetimlerde hem de yerel yönetimlerde teknoloji kullanımı giderek yaygınlaşmakta ve önem kazanmaktadır. Özellikle kamu hizmet sunumunda teknolojinin gücünden faydalanılmaktadır. Böylelikle klasik devlet anlayışı da değişime girerek elektronik devlet haline dönüşmüştür. Bu sebeple e-devlet ile ilgili farklı çalışmalar yapılmaya başlanmıştır. Buradan hareketle bu çalışmada ilk amaç, e-devlet ile ilgili yazılan makaleleri detaylı bir şekilde analiz etmektir. Çalışma sadece kamu yönetimi alanı ile sınırlandırılmadığı için e-devlet konusunu çalışan diğer alanlar da çalışmada yer almaktadır. Böylelikle, çalışmanın diğer amacı, e-devlet konusu çalışılırken hangi alanlarda, nasıl ortak çalışmalar yapılacağının da ortaya çıkarılmasıdır. Bu anlamda çalışma, e-devlet konusunda en çok hangi konuların çalışıldığını, son yıllarda hangi konuların önemli olmaya başladığını ve Türkiye’nin ne düzeyde olduğunu gösteren faydalı ve detaylı bir çalışmadır. Araştırmada 2001-2024 tarihleri arasında WoS (Web of Science) veri tabanında yayınlanan makalelere ulaşılmıştır. Bu yayınlara “e-government” veya “electronic government” anahtar kelimesinin “title” başlığında aranması ile ulaşılmıştır. Toplamda 1655 tane çalışma VOSviewer programı ile bibliyometrik olarak analiz edilmiştir. Yapılan analiz sonuçlarına göre, 2005 yılından sonra yayın sayısında artış meydana geldiği görülmüştür. Yapılan yayınların büyük çoğunluğunun ABD (Amerika Birleşik Devletleri) kaynaklı olduğu ve atıf analizinin merkezinde de ABD olduğu incelenmiştir. En çok kullanılan anahtar kelimeler; benimseme, devlet, güven ve iletişim teknolojileridir. “Büyük veri, açık veri, makine öğrenmesi, yapay zekâ” anahtar kelimelerinin ise son yıllarda popülerlik kazandığı ve çalışılmaya başlandığı görülmüştür. Son olarak, makalede çalışılan konu ile ilgili en çok atıf alan 10 makale ayrıntılı olarak incelenmiştir.
