Resource Curse Debates: Theoretical Approaches and Criticisms

Öz

Abstract
Purpose - One of the most influential concepts in recent development discourse and policies is the "resource curse." The resource curse theory is based on the idea that natural resource wealth limits economic growth potential and leads to political instability.
Methodology/Approach/Design - Traditionally, a positive relationship between natural resource wealth and industrial growth was widely accepted. However, since the 1980s, approaches have emerged arguing that natural resources are more of a "curse" than a "blessing" for many underdeveloped countries. To explain the causes of the resource curse, various theoretical approaches and empirical studies have focused on economic, political, and social phenomena. This article critically examines the theories and evidence related to the resource curse.
Findings - A comprehensive review of the existing literature reveals that the resource curse is not a universal reality for all countries. Understanding the economic, institutional, and political factors that shape the positive or negative impacts of resource wealth requires extensive theoretical and empirical research.
Contribution/Originality - This study highlights the need for a deeper understanding of the dynamics underlying the resource curse, emphasizing the importance of tailored analyses rather than broad generalizations about natural resource wealth and its implications.

Öz

Özet
Amaç - Son dönemdeki kalkınma söylemi ve politikalarının en etkili kavramlarından biri "kaynak laneti"dir. Kaynak laneti teorisi, doğal kaynak zenginliğinin ekonomik büyüme potansiyelini sınırlandırdığı ve siyasi istikrarsızlık yarattığı fikrine dayanmaktadır.
Yöntem/Metodoloji/Dizayn - Geleneksel olarak, doğal kaynak zenginliği ile endüstriyel büyüme arasında olumlu bir ilişki olduğu kabul edilmiştir. Ancak, 1980’li yıllardan itibaren doğal kaynakların birçok azgelişmiş ülke için bir "nimet" olmaktan çok bir "lanet" olduğunu savunan yaklaşımlar ortaya çıkmıştır. Kaynak lanetinin nedenlerini açıklamak için ekonomik, politik ve sosyal olgulara dayalı çeşitli teorik yaklaşımlar ve ampirik araştırmalar yapılmıştır. Bu makale, kaynak laneti yaklaşımına ilişkin teorileri ve kanıtları eleştirel bir şekilde incelemektedir.
Sonuçlar - Mevcut literatürün kapsamlı bir incelemesi, kaynak laneti olgusunun tüm ülkeler için evrensel bir gerçeklik olmadığını açıkça ortaya koymaktadır. Kaynak zenginliğinin olumlu ya da olumsuz etkilerini şekillendiren ekonomik, kurumsal ve politik faktörlerin daha iyi anlaşılabilmesi için kapsamlı teorik ve ampirik çalışmalar yapılması gerekmektedir.
Katkı/Farklılıklar - Bu çalışma, kaynak laneti olgusunun arkasındaki dinamiklerin daha derinlemesine anlaşılması gerektiğini vurgulamakta ve doğal kaynak zenginliği ile ilgili genel yargılar yerine daha özelleştirilmiş analizlerin önemine dikkat çekmektedir.
