COMPARATIVE ONE-STOP SHOP MODELS: THE “ONE-STOP BUREAU” CASE OF ISTANBUL FINANCIAL CENTER

Abstract

In today’s world where the global financial architecture is being redesigned, financial centers are being established to bring financial institutions together and provide services at national and international levels. International financial centers offer tax and non-tax advantages to gain a competitive edge. Among the foremost non-tax advantages are one-stop shop models, established to reduce bureaucracy and accelerate processing times. These one-stop shop models enable investors to complete administrative procedures, including licenses and permits, all in one place.This study examines the one-stop shop models in leading financial centers such as Abu Dhabi, Astana, Tokyo, Dubai, and Qatar, highlighting how these structures simplify bureaucracy and how digitalization accelerates processes. One-stop shop models stand out as a crucial tool for Türkiye’s development policies, which are shaped around the goals of improving the investment climate, reducing regional disparities, and achieving sustainable growth.Within this framework, the “One-Stop Bureau” model developed under Istanbul Financial Center has been discussed, with the services offered to both domestic and international investors outlined. Accordingly, the significance and impact of this model, proposed to strengthen Istanbul Financial Center’s position as an international financial hub, have been demonstrated. The findings reveal that the challenges faced by investors can be addressed through one-stop shop models and digital transformation strategies.

KARŞILAŞTIRMALI TEK NOKTADAN HİZMET MODELLERİ: İSTANBUL FİNANS MERKEZİ “TEK DURAK BÜRO” ÖRNEĞİ

Abstract

Küresel finans mimarisinin yeniden tasarlandığı bu dönemde, finans kurumlarının bir araya getirilmesi ve ulusal ve uluslararası boyutta hizmet vermesi amacıyla finans merkezleri oluşturulmaktadır. Uluslararası finans merkezleri, rekabet avantajı sağlamak amacıyla vergi ve vergi dışı destekler sunmaktadırlar. Vergi dışı desteklerin en önemlilerinden biri ise bürokrasiyi azaltmak ve işlem sürelerini hızlandırmak üzere kurulan tek noktadan hizmet modelleridir. Bu merkezlerde kurulan tek noktadan hizmet modelleri; yatırımcıların izin, ruhsat ve benzeri birçok idari işlemi tek bir noktadan gerçekleştirmelerine olanak tanımaktadır. Bu çalışmada; Abu Dabi, Astana, Tokyo, Dubai ve Katar gibi önde gelen finans merkezlerindeki tek noktadan hizmet modelleri incelenmiş; bu yapıların bürokrasiyi nasıl kolaylaştırdığı ve dijitalleşmenin süreçleri nasıl hızlandırdığı değerlendirilmiştir. Türkiye’nin kalkınma politikaları, yatırım ortamını iyileştirme, bölgesel farklılıkları azaltma ve sürdürülebilir büyümeyi sağlama hedefleri doğrultusunda şekillenmekte; tek noktadan hizmet modelleri kalkınma hedeflerine ulaşmada önemli bir araç olarak öne çıkmaktadır. Bu bağlamda, İstanbul Finans Merkezi bünyesinde geliştirilen “Tek Durak Büro” modeli, yerli ve yabancı yatırımcılar için sunulan hizmetlerle dikkat çekmektedir. Makale, İstanbul Finans Merkezi’nin uluslararası finans merkezi olarak konumunu güçlendirmek amacıyla kurgulanan bu modelin önemini ve etkisini analiz etmektedir. Makale bulguları, yatırımcıların karşılaştıkları sorunların tek noktadan hizmet modelleri ve dijital dönüşüm stratejileriyle çözülebileceğini ortaya koymaktadır.
