Türk Gıda Hukukunda Risk Analizi

Abstract

Gıda güvenilirliği sahasında risk analizi, insan sağlığı bakımından gıdayla ilişkili risklerin değerlendirilmesi, risklerin önlenmesi, azaltılması veya asgariye indirilmesi için münasip tedbirlerin uygulanması ve riskler ile tedbirler hakkında paydaşların bilgilendirilmesine yönelik karmaşık bir mekanizma teşkil etmektedir. Türk gıda hukukunda gıda güvenilirliğinin sağlanması için risk analizinin benimsenmesi, Veteriner Hizmetleri, Bitki Sağlığı, Gıda ve Yem Kanunu’nun kabulüyle gerçekleşmiştir. Kanunun benimsediği risk analizi terimleri ve ilkeleri esas itibarıyla Avrupa Birliği mevzuatını ve Codex Alimentarius Komisyonu’nun kabul ettiği metinleri temel almaktadır. Bu makale, risk analizinin kavramsal ve operasyonel çerçevelerini inceleyerek Türk gıda hukukunda risk analizini ana hatlarıyla betimlemeyi amaçlamaktadır.

Risk Analysis in Turkish Food Law

Abstract

Food safety risk analysis constitutes a complex mechanism aiming at the assessment of food related risks with regard to human health, the implementation of measures for the prevention, reduction or minimization of risks and the provision of information to stakeholders about the risks and measures. The acceptance in Turkish food law of risk analysis for ensuring food safety was realised through the adoption of the Veterinary Services, Plant Health, Food and Feed Law. The risk analysis terms and principles incorporated in the Law are essentially based on European Union legislation and texts adopted by the Codex Alimentarius Commission. This article aims to describe the main features of risk analysis in Turkish food law by examining the conceptual and operational frameworks of risk analysis.
