Kurum Bakımı Altındaki Çocukların Eğitimsel İhtiyaçlarına Güncel Bir Bakış

Abstract

Eğitim tüm çocuklar için öncelikli bir hedeftir. Fakat kurum bakımı altındaki çocukların aile yaşantısından uzak olması ve travmatik öykülerinin bulunması eğitim çıktılarını olumsuz etkilemektedir. Kurum bakımındaki çocukların eğitim süreçleri konusunda farklı ülkelerin uygulama örneklerinin birlikte değerlendirilmesi yolu ile politika önerileri sunulması faydalı olacaktır. Dolayısıyla bu çalışma kapsamında koruma ve bakım altındaki çocukların yaşadıkları eğitim sorunlarının açıklanması ve mevcut eğitim ihtiyaçlarının tartışılması yoluyla politika önerileri sağlanması amaçlanmaktadır. Çoğunlukla en az bir üyesi hayatta olan kurum bakımı altındaki çocuklar için aile katılımı eğitimsel çıktılar için faydalı bulunmuş fakat aile katılımının çoğu zaman düşük kaldığı tespit edilmiştir. Kurum bakımı altındaki çocukların ev tipi kurum bakım modelinde çok daha olumlu çıktılar elde ettikleri saptanmıştır. Aile yaşantısına yaklaşan kurum bakım modelleri çocuklara daha özel bir ilgi gösterilmesi sayesinde ders çalışma, ödev yapma, okula devam etme gibi alışkanlıkların kazandırılmasını kolaylaştırmaktadır. Okul, aile ve kurum bakımı üçlü sisteminin işlevsellik kazanması kurum bakımındaki çocukların eğitimsel çıktılarını artıracaktır.

Current View of Educational Needs of Children in Need of Care and Protection

Abstract

Education is a priority goal for children. However, the fact that children under institutional care are away from family life and have traumatic stories negatively affects their educational outcomes. The literature indicates that the educational outcomes for children in institutional care, whose numbers are rising worldwide, are more negative compared to their peers. This highlights the increasing significance of studies on this subject. Therefore, within the scope of this study, the aim is to explain the educational problems experienced by children in institutional care and to provide policy recommendations by discussing their current educational needs. Document analysis was used in this study. It has been determined that children under institutional care achieve much more positive outcomes in the home-type institutional care model. Institutional care models similar to family life make it easier for children to acquire habits such as studying, doing homework, and attending school. The functionality of the triple system of school, family, and institutional care may increase the educational outcomes of children in institutional care.
