Perceptıon of the Effects of Manager Appointment Beyond Organizations into Motivation: İŞKUR (Turkish Employment Agency) Sample
Abstract
In the management science, human resources policy or outsourcing described as personnel recruitment method are important elements which influence motivation of the personnel who aim to promote as manager or other kind of manager positions. This study evaluates how the appointment of managers outside the organization influences motivation by determining the perception of public sector personnel and negation caused by negative influence of this kind of personnel recruitment on motivation. In this way, the study finds out which factors influence the effectiveness of the goods and services provided by public sector. This issue is analyzed by a questionnaire method on the personnel who work in the General Directorate of İŞKUR within the TRB1 region. As a result, there is a general perception of these personnel over the fact that personnel recruitment by appointing managers outside the organizations influences their motivation negatively. Moreover, it is founded out that there is a significant relationship between the age of the personnel and their perceptions about the negative effect of appointing managers outside the organization on motivation.
