Bölgesel Gelişmişlikte Ar-Ge ve İnovasyonun Rolü: Dematel Tabanlı Analitik Ağ Süreci (DANP) ve TOPSIS Yöntemleri ile Bölgelerarası Bir Analiz

Öz

Son yıllarda, bölgesel kalkınma ve bölgesel gelişmişlik farklarının giderilmesinde, Ar-Ge, inovasyon ve bilgiye dayalı faaliyetler önem kazanmıştır. Ülkeler de ekonomik büyümenin en önemli unsurunun inovasyon olduğunu anlamışlar ve Ar-Ge yatırımlarına daha fazla kaynak ayırmaya başlamışlardır. Bu çalışmada, temel Ar-Ge ve inovasyon göstergeleri dikkate alınarak, Türkiye’de İstatistiki Bölge Birimleri Sınıflaması (İBBS) Düzey 1’de yer alan 12 adet bölgenin 2010, 2011 ve 2012 yıllarındaki inovasyon performansları değerlendirilmiştir. Bu kapsamda, regresyon analizi, DEMATEL tabanlı Analitik Ağ Süreci (DANP) ve TOPSIS yöntemlerinden faydalanılmıştır. Regresyon analizi yardımıyla elde edilen regresyon katsayıları DEMATEL yönteminde kullanılarak kriterler ağırlıklandırılmış ve daha sonra TOPSIS yöntemi ile de bölgelerin performans sıralaması yapılmıştır.

The Role of R&D and Innovation in Regional Development: An Interregional Analysis with DEMATEL-Based Analytic Network Process (DANP) and TOPSIS Methods

Öz

R&D, innovation and information-based activities has become more important in recent years for regional development and elimination of regional development differences. Countries have also recognized that innovation is the most important factor of economic growth and begun to allocate more resource to R&D investments. In this study, for years of 2010, 2011 and 2012 the innovation performance of 12 regions sited at first level of Nomenclature of Units for Territorial Statistics (NUTS) in Turkey, have been evaluated by taking basic R&D and innovation indicators into consideration. In this context regression analysis, DEMATEL-Based Analytic Network Process (DANP) and TOPSIS methods have been applied. The criteria have been weighted by using the regression coefficients obtained through regression analysis in DEMATEL method and subsequently performance ranking of regions has been performed by TOPSIS method.
