She completed her undergraduate education, which she started in the Banking and Insurance Department of Gazi University, in 1982. In 1987, he was transferred to the General Directorate of Disaster Affairs of the Ministry of Public Works and Housing as a Statistician. In 1996, he earned his Master's degree from the Turkish and Middle East Public Administration Institute's Public Administration Specialization Program with his thesis titled "Examination of Disaster Housing Practices in Trabzon - From a Public Administration Perspective." He began his doctoral studies in 2002 at Ankara University, Faculty of Political Sciences, Department of Political Science and Public Administration, specializing in Urban and Environmental Sciences. Under the supervision of Prof. Dr. Nesrin Algan, he completed his doctoral thesis titled "Disaster Management in Turkey and Legal Problems Experienced After the Marmara Earthquake" in 2007.
Şengün, who has national and international studies in the fields of disaster management, urbanization, environmental problems, and local governments, has been working as a faculty member in the Department of Political Science and Public Administration at Bayburt University, Faculty of Economics and Administrative Sciences since 2015. He became an Associate Professor in 2018. He received the title of Professor. Since receiving the title of Professor in 2024, he has continued his teaching duties in the same department.

I completed my undergraduate studies at the Faculty of Science at Ankara University. In 1997, I completed my Public Administration Specialization training at the Public Administration Institute for Turkey and the Middle East. In 2001, I completed my EU Specialization training at the Ankara University European Communities Research Center (ATAUM). I completed my doctorate in 2004 at the Ankara University Institute of Social Sciences, Department of Public Administration, Urban and Environmental Sciences, and received my Doctor of Science degree. After working in the public sector for over 26 years in various positions, including senior management, I retired at my own request.
I began my academic career at Bayburt University's Department of Public Administration in 2015. In addition to teaching and conducting academic research, I have also held administrative positions such as Department Head, Project Coordinator, Occupational Health and Safety Coordinator, Assistant Management Representative and served on various committees. I currently serve as the Quality Coordinator and a faculty member in the Department of Political Science and Public Administration at Bayburt University.

Seçim hukuku ve siyasi partiler hukuku temel çalışma alanıdır. Seçim Hukuku Derneğinin başkanlığını yürütmekle birlikte seçim hukuku alanına özgülenmiş ulusal düzeydeki ilk ve tek, uluslararası düzeydeki dördüncü bilimsel dergi olan Seçim Hukuku Dergisinin baş editörüdür. Türkiye'de Yerel Seçimler, Seçim Hukuku Ansiklopedisi ve Siyasi Partiler Hukuku Ansiklopedisi çalışmalarının editörlüğünü de yürütmüştür. "Siyasi Parti Kongrelerinde Gerçekleşen Seçimlerin Seçim Yargısı Tarafından Denetimi" başlıklı eserinde siyasi partilerin kongreleri ile hukuki konular YSK içtihatları temelinde ele alınmıştır. Bununla birlikte kentleşmenin temel hak ve hürriyetler üzerindeki etkisi ve yükseköğretim hukuku/yönetimi ile ilgili de çalışmalar yürütmektedir. Disiplinlerarası Gayrimenkul Geliştirme Anabilim Dalında lisansüstü düzeyde dersler vermektedir.
