II. Dünya Savaşı Öncesi Dönemde Devletlerin Tanınmasında Etkili Olan Faktörler

Abstract

Bu makale uluslararası topluma üyeliği düzenleyen devletlerin tanınması konusunu tarihsel örneklerle incelemektedir. Son yirmi yılda dünyanın birçok bölgesinde yeni devlet olma veya yeniden devlet olma iddialarına tanık olunmaktadır. Bu iddia edenlerden Eritre, Slovenya, Hırvatistan Bosna-Hersek ve Kosova gibileri başarıya ulaştılar, Bouganville, Güney Osetya ve Çeçenistan da ise başarılı olmadılar. Bununla birlikte, bu iddiaların çoğunun ileri sürüldüğü ülkelerde şiddetli çatışmalar ortaya çıkmıştır. Bu çalışma devletlerin tanınması konusunu kapsamlı bir şekilde araştırmaktadır. Bu çalışma tarihsel örneklerinden kolayca çıkartılabilecek derslerin günümüzdeki sorunlara çözüm sağlayacağını ümit etmemekle birlikte, geçmişte benzer sorunlara bulunan çözümlerin günümüzdeki benzer sorunlarla bazı ortak özelikler taşıdığını görmek mümkündür

Effective Factors on Recognition of State Before World War II Period

Abstract

This article examines recognition of new states, the pratice historically employed to regulate membership in international society. The Last twenty years have witnessed novel or reinvigorated demands for statehood in many areas of the world. The claims of some, like those Eritrea, Slovenia, Croatia, Bosnia Herzegovina, Kosovo, achieved recognition, those of others, like Bouganville, South Osetia and Chechnya, did not. However, even as most of these claims gave rise to serious conflicts. This study seeks a comprehensive grasp of the pratice of state recognition. It does so not out of hope that history store readily discernible solutions to current problems, but rather out of expectation that We may learn from past responses that shared at least some common features with the present ones.
