Abstract

İklim değişikliği, yalnızca ekosistemleri ve çevresel dengeyi tehdit eden bir olgu değil, aynı zamanda bireylerin temel hak ve özgürlüklerini tehdit eden çok boyutlu bir krizdir. Küresel ölçekte artan sıcaklıklar, ekstrem hava olaylarının sıklığındaki artış ve deniz seviyesindeki yükselmeler gibi etkiler, özellikle kırılgan toplulukların yaşam koşullarını derinden etkilemektedir. Bu çerçevede, iklim değişikliğinin insan hakları ile olan bağlantısı, son yıllarda hem akademik literatürde hem de uluslararası hukuk alanında giderek daha fazla tartışılmaya başlanmıştır.
Küresel iklim değişikliği mekân olarak yeryüzünü, özne olarak insanoğlunu doğrudan etkilemektedir. İnsanın bir birey olarak doğuştan sahip olduğu en temel haklar arasında yer alan yaşam, sağlık, güvenlik ve çevre hakları küresel iklim krizinden doğrudan etkilenmektedir. Dolayısıyla küresel iklim değişikliği ile insan hakları arasında doğrudan bir etkileşimin olduğu ifade edilebilir.
Ele alınan bu çalışmada küresel iklim değişikliği ile insan hakları arasındaki ilişki 3 boyutta incelenecektir. Krizin insan hakları boyutu, hangi insan haklarını en fazla etkilediği ve kriz ile mücadelede alınabilecek insan hakları merkezli önleme stratejileri analiz edilecektir.

A STUDY ON THE HUMAN RIGHTS DIMENSION OF THE GLOBAL CLIMATE CHANGE PHENOMENON

Abstract

Climate change is not only a phenomenon that threatens ecosystems and environmental balance, but also a multi-dimensional crisis that threatens the fundamental rights and freedoms of individuals. Impacts such as rising temperatures on a global scale, an increase in the frequency of extreme weather events and sea level rises have a profound impact on the living conditions of vulnerable communities. In this framework, the link between climate change and human rights has been increasingly discussed both in the academic literature and in the field of international law in recent years.
Global climate change directly affects the earth as a space and human beings as a subject. The rights to life, health, security and environment, which are among the most fundamental rights that human beings are born with as individuals, are directly affected by the global climate crisis. Therefore, it can be stated that there is a direct interaction between global climate change and human rights.
In this study, the relationship between global climate change and human rights will be analyzed in 3 dimensions. The human rights dimension of the crisis, which human rights it affects the most, and human rights-centered prevention strategies that can be taken to combat the crisis will be analyzed.
