Abstract

Tacikistan, çok uzun yüzyıllar bir arada yaşadığı halklardan ayrılarak, farklı te- mellere dayandığı iddialarıyla müstakil bir cumhuriyet olarak kurulmuştur. Önce Sovyetler Birliği bünyesinde Tacikistan Sosyalist Cumhuriyeti ve Sovyetler Birli- ği’nin dağılmasının ardından da Tacikistan Cumhuriyeti olarak bağımsız bir dev- let haline gelmiştir. Rusya açısından Orta Asya’nın en önemli iki kapısından biri- si olarak görülen Tacikistan, Orta Asya İslâm’ı için çok önemli bir yer tutarken, Fars/Tacik kökenli bir halk olması hasebiyle de Orta Asya Türklüğünün kontro- lünü temin vesilesi kılınmıştır. Uzun vadeli politikalar neticesinde Fars kökenli fakat Sünni Müslüman olan bir halkın devleti olarak kurulan Tacikistan, mevcu- diyetini borçlu olduğu politik kurgusallığın farkına varamadan kanlı bir iç savaşa sürüklenmiştir. Bu iç savaştan yeni kurtulmuşken, şimdi de 11 Eylül sonrası ulus- lararası sistemin en önemli tehdidi olarak görülen ve bütün dünyaya en önemli düşman olarak lanse edilen radikal İslam ve terör meselesiyle karşı karşıyadır. Bu çalışmada, Tacikistan’ın önce Tacikistan Sosyalist Cumhuriyeti ve ardından ba- ğımsız Tacikistan devletinin kuruluş süreci incelenmiş, bu devletin kendi değer- lerine ve ideallerine dayanamayan, başkalarının kurguladığı politikalar doğrultu- sunda adımlar atarak bugüne kadar nasıl geldiği ele alınmıştır. Bölgesel ve küresel politikalarda Tacikistan’ın yerinin ve öneminin ne olduğu ve nasıl kendi değerle- ri üzerine bina edilmiş politikalar üretip uygulayabileceği konusunda düşünceler ileri sürülmüştür

Tajikistan: From a Fictional Formation to Fictional Policies

Abstract

Tajikistan was established as an independent republic as separated from the other peoples with which she lived together for centuries, claiming that they have different roots. She initially was founded as Socialist Republic of Tajikistan in the Union of Soviet Socialist Republics, and then has become an independent state as the Republic of Tajikistan. From the point of view of Russia, she has been seen as the one of two doors of Central Asia: on one hand has a vital role for Central Asian Islam, and on the other hand considered as an instrument or opportunity to control the Turkic Central Asia because of its Persian/Tajik origin. Tajikistan was established as the state of Persian/Tajik but Sunni Muslim people. It can be concluded that she has been dragged into a bloody civil war unaware of fictional politics which provided its existence. After this civil war it has faced to the problem of radical Islam and terror as seen the most important threat of the international system and as the most important enemy that is launched/ introduced to the world after the 9/11. This study attempts to analyse Tajikistan, which is not based on its own values and ideals by investigating the process of the foundation of Socialist Republic of Tajikistan in the Union of Soviet Socialist Republics, and becoming an independent state as the Republic of Tajikistan. It looked for an answer how Tajikistan has come to date under the policies that the great powers generated and by moving in the light of the imagined politics. The role and the place of Tajikistan in the regional and global politics are also evaluated in this study and projections are put forward about how Tajikistan will be able to generate and implement politics based on its own values
