Turkey’s Foreign Policy toward Russia: Constructing a Strategic Partner out of a Geopolitical Rival

Abstract

Ankara ile Moskova ilişkileri son yıllarda güven ikliminde gelişmektedir. Eski Sovyet coğrafyası ve Orta Doğu, Rusya ve Türkiye arasında bir rekabet alanından daha çok işbirliği yapılabilecek bir coğrafya olarak ön plana çıkmıştır. İki ülke arasındaki işbirliği sadece Moskova’nın gücündeki azalma ile değil, aynı zamanda bu gücün Türkiye tarafından nasıl anlaşıldığı ile de ilgilidir. Bu yüzden jet krizi sonrası hızlı bir şekilde düzelen Türkiye ve Rusya ilişkileri barış ve işbirliğinin normal durum olarak kabul edildiği yeni bir döneme girmiştir. Bu çalışmaya göre, Türkiye Rusya ilişkilerinin gelişimini sadece maddi şartlarla açıklamak mümkün değildir. Bu makale, siyasi elit söylemi aracılığıyla Türkiye'nin jeopolitik tahayyülünde Rusya algısını değerlendirmeye çalışacaktır.
Bu çalışma dört bölümden müteşekkildir. İlk bölüm Türkiye-Rusya ilişkileri literatürünü değerlendirmektedir. Sonraki bölüm Türkiye’nin jeopolitik kültüründe Batı’nın yerini tartışmakta ve Avrasya’nın dost bir coğrafya olarak yükselişine odaklanmaktadır. Üçüncü bölüm Türk dış politika yapımında Rusya imajının tehditkar bir komşudan güvenlik ortağına dönüşümünü incelemektedir. Makale, uçak krizi sonrası Türkiye Rusya ilişkilerinin hızlı normalleşmesinin dinamikleri üzerine bir tartışma ile sona ermektedir.
