The Role of Foreign Direct Investment in the Industrial Policies: Case of Turkey

Abstract

Recently, there has been a growing interest in Foreign Direct Investment (FDI) in Turkey. However, today due to the changing environment in Turkey (different than the pre-2000 period), there is a need for new FDI strategies to integrate FDI into the unique requirements of the economy. This paper focuses on the role and determinants of FDI during the global transformation and focuses on the policies (how to) attract more FDI. In nowadays, Turkey, for sustainable development, it is very crucial to link FDI strategies to the national industrial policies that prioritize high value-added production in various sectors. In addition to FDI strategies, improving the quality of institutions and the investment climate will enable the economy to reach sustainable development goals.

Sanayi Politikalarında Uluslararası Doğrudan Yatırımların Rolü: Türkiye Örneği

Abstract

Türkiye’de son dönemde Uluslararası Doğrudan Yatırımlara (UDY) karşı ilgi yeniden artmaktadır. Ancak ülkenin içinde bulunduğu koşullar hızla değişmektedir. Bu açıdan UDY’lere 2000’li yılların öncesindeki anlayışla yaklaşmak yerine dünyada ve Türkiye’de değişen koşulları anlamak, Türkiye ekonomisinin ihtiyaçlarını, beklentilerini saptayabilmek UDY’lere yönelik yeni politikalar oluşturmada çok önemli öncüller olarak karşımıza çıkmaktadır. Bu yazıda küresel düzeyde yaşanan dönüşüm, bu süreçte UDY’lerin rolü, daha çok UDY çekebilmek için neler yapılabileceği ve UDY akımlarını etkileyen diğer faktörler tartışılmaktadır. İçinde bulunduğumuz süreçte, sürdürülebilir kalkınma açsından, özellikle Türkiye için ulusal sanayi politikalarına entegre edilmiş katma değeri yüksek üretim süreci ile bağlantısı olan yatırım stratejileri büyük önem taşımaktadır. Yatırım stratejilerinin yanı sıra ülkedeki kurumsal kalitenin arttırılması ve yatırım ikliminin iyileştirilmesi doğrudan yatırım akışını olumlu yönde etkileyecek ve sürdürülebilir kalkınma hedeflerine önemli bir katkı sunacaktır.
