Abstract
Bu çalışmada, Türkiye’deki yüksek öğretim kurumlarından biri olan Sakarya Üniversitesi’nde, kurumun
stratejik hedeflerine bağlı kalınarak; kişi, bölüm ve üniversite bazında performansın kontrolü ve yönetimi amaçlı
Balanced Scorecard uygulaması çalışması anlatılmıştır. Uygulamada kurum stratejisinin tüm birimlere ve
çalışanlara yayılması hedeflenmiştir. Organizasyon şemasında yer alan tüm birimlerden kurumun stratejik
planında yer verilen stratejiler dâhilinde hedeflerini belirtmeleri istenmiş ve bu hedeflere ait sayısal değer girişleri
yapılmıştır. Balanced Scorecard Sistemi için hazırlanan özel yazılım kullanılarak gerçekleşen değerler girilmiş ve
performans değerlerine ulaşılmıştır. Klasik puanlama sistemine alternatif olarak Fuzzy puanlama sistemi
kullanılmış ve adil bir performans yönetim sistemi kurulmaya çalışılmıştır.
Abstract
In this study, a Balanced Scorecard application was made in organizational, departmental and personal
performance controling and managing according to organizational strategic objectives of Sakarya University that
one of higher education organizations in Turkey. This study’s aim is spreading the organization’s objectives to all
departments and staff. In application, it is asked for all staff to share his/her personal and departmental objectives
according to strategies in strategic plan of organization and numeric values that belong to these objectives were
entered to the system. Realized values were entered the exclusive software programme which were developed for
Strategic Balanced Scorecard and in the end it is reached the final performance values. Alternative to classical
scoring systems, Fuzzy Scoring System was prefered and it is tried to establish more equitable performance
management system
