Mali Alan Kavramına Teorik Bir Bakış ve Gelişmekte Olan Ülkelerin Mali Alanlarının Hesaplanması

Abstract

Mali alan kavramı ekonomi ve maliye literatüründe 2005 yılı itibariyle yer almaya başlamıştır. Bu doğrultuda mali alan; kamunun mali sürdürülebilirliğinin tehlikeye atılmadan, özel bir amaç doğrultusunda kullanılabilecek finansman kaynağı oluşturulması olarak tanımlanabilmektedir. Bu kapsamda çalışmanın amacı mali alan kavramının teorik düzeyde incelenerek altyapının açıklanabilmesi ve gelişmekte olan ülkeler için mali alan hesaplamasının yapılabilmesidir. Dolayısıyla ilk olarak mali alan kavramı tanımlanmakta, borç ve bütçe dengesi ile ilişkisi değerlendirilmekte ve mali alan göstergeleri ve mali alan elması açıklanmaktadır. Son olarak literatürde yer alan hesaplama yönteminden hareketle 71 gelişmekte olan ülke, gelir grubuna göre sınıflandırılarak 1997- 2016 dönem aralığında ve Türkiye için 2000-2016 dönem aralığında mali alan hesaplanmaktadır. Söz konusu hesaplamalardan hareketle, ülkelerin gelir düzeyi arttıkça sahip olunan mali alanın genişlediği sonucuna ulaşılmaktadır.

A Theoretical View to the Concept of Fiscal Space and Calculating the Fiscal Space of Developing Countries

Abstract

The concept of fiscal space began to take place in the economy and public finance literature as of 2005. In this respect fiscal space can be defined as the creating financing source that can be used for a specific purpose without endangering the fiscal sustainability. In this context, the aim of the study is to evaluate the concept of fiscal space on the theoretical basis and to calculate the fiscal space for developing countries. Thus, the concept of fiscal space is defined then, its relation with debt and budget balance is evaluated and fiscal space indicators and fiscal space diamond are explained. Finally, fiscal space of the countries assessed via the method that was used in literature for fiscal space calculation about 71 developing countries classified according to income group between 1997-2016 and for Turkey between 2000-2016. According to the calculations, it is concluded that as the income level of the countries increases, the fiscal space has expanded
