To Read Syria over Fragile State and Forced Migration Linkage

Abstract

The function of institutions in
economic, political and social fields is an impor­tant research topic. The
fragile state concept is used for all states where have weak institutions and
political instability that causes internal conflict and vio­lence. Despite of
constructing many studies on the concept of fragile state, there is not a
consensus on meaning of concept. Because the concept is criticized why
uniformalized and oversimplification of explaining internal conflict’ reasons.
The aim of this study is to examine the concept of fragile state that used for
explaining qualifications of state structures which causes forced immigrations
and to evaluate the Syrian conflict and migration movements in this framework.
Evidence supports that the weakness in the provision of public services and the
fragility created by the ineffective economic system need resolutions beyond
the creation of hierarchical governance institutions.

Kırılgan Devlet ve Zorunlu Göç İlişkisini Suriye Üzerinden Okumak

Abstract

Kurumların ekonomik, siyasal ve
sosyal alanlardaki işlevi önemli bir araştırma konusudur. Kırılgan devlet
kavramı, zayıf kurumlara sahip olan, iç politikadaki istikrarsızlıklardan
kaynaklı iç çatışma ve şiddetin yüksek olduğu ülkelerin tama­mı için kullanılmaktadır.
Bu kavram üzerine inşa edilen birçok çalışma olmak­la birlikte “kırılgan
devlet” üzerinde uzlaşma sağlanmış bir tanımlama değildir. Zira kırılgan devlet
kavramı, iç çatışmaların nedenlerini tekdüzeleştirmesi veya aşırı basitleştirmesi
ile eleştirilmektedir. Bu çalışmanın amacı, zorunlu göçlerin doğmasına da neden
olan devlet yapılarının niteliklerini ortaya koymak amacı ile kullanılan kırılgan
devlet kavramını irdelemek ve Suriye’de yaşanan çatışma ve göç hareketlerini bu
çerçevede değerlendirmektir. Buna göre; kamu hizmetlerinin sunumundaki zaaflar
ve etkin çalışmayan ekonomik sistemin yarattığı kırılganlık, hiyerarşik yönetişim
kurumlarının oluşturulması ile çözümlenmenin çok ötesine geçmiş görünmektedir.
