TODAY'S SHIFT OF TERROR TO URBANS AND PREVENTIVE MEASURES TO BE TAKEN AGAINST URBAN-BASED TERRORIST ACTS

Abstract

The rapid and uncontrolled development experienced in today's cities and the density in population, physical structures, and infrastructure systems have made urbans vulnerable to all kinds of security threats. Terrorist acts constitute an important part of these security threats, and today's cities contain many situational opportunity factors that terrorists can take advantage of. In this context, the study will draw attention to the actions that terrorists, whose mobility is restricted in rural areas, will carry out in urbans, and deterrent preventive measures that can be taken to prevent these actions will be discussed. A wide variety of approaches are discussed in the fight against terrorism, and in terms of the scope of the study, the focus is on physical deterrent measures that can be taken by law enforcement forces to prevent terrorist acts, rather than the reasons that lead to terrorism or ending terrorism. Considering that terrorists act rationally, the situational crime prevention method, which is an effective method used in combating crimes, was also used to explain the situational opportunity structures they benefit from while carrying out their actions, and in this context, deterrent measures that can be taken to prevent terrorist acts are discussed.

ŞEHİR MERKEZLİ TERÖR EYLEMLERİNE KARŞI ALINACAK ÖNLEYİCİ TEDBİRLER

Abstract

Günümüz şehirlerinde yaşanılan hızlı ve kontrolsüz gelişim ile nüfusta, fiziksel yapılarda ve alt yapı sistemlerinde yaşanan yoğunluk şehirleri her türlü güvenlik tehditlerine açık hale getirmiştir. Bu güvenlik tehditleri arasında önemli bir yeri de terör eylemleri oluşturmakta olup günümüz kentleri teröristlerin yararlanabileceği pek çok durumsal fırsat faktörleri ihtiva etmektedir. Bu kapsamda çalışmada kırsal alanda hareket kabiliyeti kısıtlanan teröristlerin kentlerde gerçekleştireceği eylemlere dikkat çekilerek bu eylemlerin önlenmesine yönelik alınabilecek caydırıcı nitelikte önleyici tedbirler ele alınacaktır. Terörizmle mücadelede çok çeşitli yaklaşımlar ele alınmakta olup çalışmanın konu kapsamı bakımından terörizme yol açan sebepler veya terörizmin sonlandırılması konularından ziyade çalışmada terör eylemlerinin önlenmesine yönelik kolluk güçleri tarafından alınabilecek fiziksel nitelikteki caydırıcı tedbirler üzerinde durulmuştur. Teröristlerinde rasyonel olarak hareket ettikleri ele alınarak eylemleri gerçekleştirirken yararlandıkları durumsal fırsat yapılarının açıklanmasında suçlarla mücadelede etkin bir yöntem olarak kullanılan durumsal suç önleme yönteminden de istifade edilmiş ve bu çerçevede terör eylemlerinin önlenmesinde ele alınabilecek caydırıcı tedbirler ele alınmıştır.
