ÇEVRE ETİĞİ YAKLAŞIMLARI VE GÜVENLİK HİZMETİ: ÇEVRE, DOĞA VE HAYVAN KORUMA POLİSİ/TİMİ ÖRNEĞİ

Abstract

İnsanların çevre ile girdikleri etkileşim sürecinde, hangi davranış kalıplarının iyi ve doğru olduğunun sorgulanması eski dönemlere dayanmasına rağmen, bu sorgulamanın sistematik bir biçimde yapıldığı çevre etiği disiplininin doğuşu, çevre sorunlarının etkisini hissettirdiği 20. yüzyıla denk gelmektedir. İnsanların çevre karşısındaki davranışlarının sistematik bir şekilde incelenmesi, insan, acı, canlı ve çevre (bütüncül) merkezli çevre etiği yaklaşımlarının tartışılmasına yol açmıştır. Çevre sorunları etik alanda yeni bir bakış açısının doğuşuna zemin hazırlarken aynı zamanda ekonomi, hukuk, yönetim, güvenlik ve mühendislik gibi pek çok alanı da etkilemiştir. Çevre sorunlarının ve hissedilen sonuçlarının bir tehdit olarak algılanması, devletlerin güvenlik hizmetlerine çevresel boyutun eklenmesi yönünde bir dönüşümü gerektirmiştir. Güvenlik hizmetinde yaşanan dönüşüm, devletlerin çevresel suçlarla mücadele etmesi ve çevresel güvenliği sağlaması görevini ortaya çıkarmıştır. Bazı devletler bu kapsamda kolluk kuvvetlerini yetkilendirirken bazıları da özel birimler oluşturma yolunu tercih etmiştir. Türkiye, 2020’de genel kolluk kuvvetlerine (polis ve jandarma) bağlı Çevre, Doğa ve Hayvan Koruma Polisi/Timi kurarak çevresel değerleri korumak amacıyla yeni bir birim oluşturmuştur. Bu çalışmanın amacı, Çevre, Doğa ve Hayvan Koruma Polisi/Timi’nin çevre etiği yaklaşımları bağlamında incelenmesidir.

APPROACHES TO ENVIRONMENTAL ETHICS AND THE SECURITY SERVICE: CASE OF ENVIRONMENT, NATURE AND ANIMAL PROTECTION POLICE/TEAM

Abstract

In the process of the interaction between people and environment, even though questioning which behavioral patterns are good and right dates back to ancient times, the emergence of environmental ethics, which does this questioning in a systematic way, overlaps with the period in the 20th century when environmental issues began to be felt. The systematic examination of people’s behavior towards the environment has led to the discussion of anthropocentric, pathocentric, biocentric, and ecocentric (holistic) environmental ethics approaches. While environmental problems led to the emergence of a new viewpoint in the discipline of ethics, they also affected many disciplines such as economics, law, management, security and engineering. The perception of environmental issues and perceived results as a threat required a transformation in the direction of extension of an environmental dimension to security services of states. The transformation in security service has revealed the duty of states to tackle with environmental crimes and provide environmental security. While some states have authorized law enforcement officers in this context, some have opted to form special units. Turkey, in 2020, established Environment, Nature and Animal Protection Police/Team which is under public security forces (police and gendarmerie) to protect environmental values. The aim of this study is to examine the Environment, Nature and Animal Protection Police/Team in the context of the approaches to environmental ethics.
