MANNING VAKASININ İSTİHBARATA KARŞI KOYMA AÇISINDAN ANALİZİ

Öz

2010 yılında Wikileaks aracılığıyla dünya tarihinin en büyük sızıntılarından biri yaşanmıştır. Er Bradley Manning askerî istihbarat analisti olarak Irak’ta görev yaparken yaklaşık 750.000 belgeyi Wikileaks’e sızdırmıştır. Er rütbesindeki bir askerî istihbarat personelinin bu büyüklükte bir sızıntıya nasıl yol açtığı sorusu bu çalışmaın çıkış noktasını oluşturmaktadır. Buradan harektle bir iç tehdit olarak sınıflandırılabilecek Manning vakası istihbarata karşı koyma açısından (İKK) alınması gereken dersler bakımından önem arz etmektedir. Bu çalışma Manning vakasını kendi kaleme aldığı otobiyografisinden (Readme.txt) hareketle İKK açısından analiz etmektedir. Çalışmada personel tahkikat sürecinden sızdırmanın gerçekleştiği döneme kadar olan süreçte tüm İKK ilkelerinin çiğnendiği ortaya konulmaktadır.
