ÖĞRENEN ŞEHİRLER VE TÜRKİYE’DEKİ UYGULAMALARI

Abstract

Öğrenmenin belirli bir yaşla ve okulla sınırlı olmadığı anlayışına dayanan yaşam boyu öğrenme kavramının önemi, 1990’lı yıllardan itibaren Avrupa Birliği’nin de özel bir önem atfettiği konuların başında gelerek öğrenen toplumların ve şehirlerin oluşturulmasına kaynaklık etmiştir. 2013 yılında kurulmasından bugüne UNESCO Öğrenen Şehirler Küresel Ağı’na dahil olan şehirlerin sayısı sürekli olarak artmaktadır. UNESCO Öğrenen Şehirler Küresel Ağı’nın kurulmasıyla Türkiye şehirlerinin de konuya ilgisi çok geçmeden başlamış ve 2016 yılından itibaren Türkiye’den üye şehirler kabul edilmeye başlanmıştır. Çalışma, Öğrenen Şehirler Ağı’na Türkiye’den dahil olan şehirlerin uygulama örneklerini ele almaktadır. Çalışmanın amacı, Türkiye şehirleri için henüz yeni olan “öğrenen şehir” kavramını literatüre kazandırmak, üye belediyelerin örneklerini ortaya koyarak üye/aday olmak isteyen şehirler için de kılavuzluk yapmaktır. Türkiye üye şehirlerinin öğrenen şehir olmanın gereklerini yerine getirerek hem örgün hem de yaygın ve sargın öğrenmeye yönelik çalışmalar ve projeler yürüttükleri görülmektedir. Ancak Türkiye şehirleri için bu programın geliştirilmeye muhtaç olduğunu da belirtmek gerekir.

LEARNING CITIES AND IMPLEMENTATIONS IN TURKEY

Abstract

The importance of the concept of lifelong learning, which is based on the understanding that learning is not limited to a certain age and school, has been one of the issues that the European Union has attached special importance to since the 1990s, and has been a source for the creation of learning societies and cities. Since its establishment in 2013, the number of cities that are included in the UNESCO Learning Cities Global Network are constantly increasing. With the establishment of the UNESCO Learning Cities Global Network, the interest of our country's cities began not long after, and member cities from our country began to be accepted beginning from 2016. The study deals with the application examples of cities from our country that are included in the Learning Cities Network. The aim of the study is to introduce the concept of "learning city" to the literature, which is new for Turkish cities, and to guide cities that want to become members/candidates by presenting examples of member municipalities. It is seen that the member cities of our country carry out studies and projects for both formal and informal learning by fulfilling the requirements of being a learning city. However, it should be noted that this program needs to be developed for the cities of our country.
