The German Advisor of Yıldız Palace: The Life of Louis von Kamphovener and His Services in the Ottoman Empire During the Reign of Abdülhamid II
Abstract
The accession of Abdülhamid II to the throne precipitated a significant transformation in Germany's policy toward the Ottoman Empire and established the groundwork for the revitalization of bilateral military relations. Within this framework, a German military mission, comprising Colonel Otto von Kähler,
Captain Louis von Kamphövener, Cavalry Captain von Hobe, and Captain Ristow, was sent to Istanbul on April 11, 1882. While existing literature touches upon the general roles of these officers in Ottoman‑German military relations, it largely lacks in‑depth analysis of their personal contributions within the Ottoman bureaucratic and military institutions. This study aims to provide a detailed examination of the professional career and contributions of Louis von Kamphövener, who served the Ottoman Empire for approximately 27 years. Appointed as a special advisor by Sultan Abdülhamid II, Kamphövener played a crucial role in modernizing the Ottoman military training system. He authored the Infantry Drills Regulations, taught at the Military Academy (Mekteb‑i Harbiye), and submitted various reports addressing structural problems in military education. As both a practitioner and an educator, he had a multifaceted impact on the Ottoman military organization. Consequently, this study analyzes Kamphövener's activities in the Ottoman Empire through both domestic and foreign sources, as well as his memoirs written in 1921‑1922. Thus, it aims to fill a significant gap in the literature regarding Ottoman German military cooperation during the reign of Abdülhamid II.
