The Digital Rebirth of Value: International Models, AI at the Core, and Strategic Leap for Value-Based Care in Türkiye
Abstract
Objective: This article examines the digital rebirth of value-based care (VBC), positioning artificial intelligence (AI) as a core enabler of outcome-oriented, efficient, and sustainable healthcare delivery. The primary objective is to analyze how AI-driven models operationalize risk stratification, personalized care pathways, and system-wide efficiency within value-based frameworks. Methods:A comparative policy and implementation analysis was conducted using leading international examples. The study draws on the European VALUECARE initiative; population-level telemedicine and connected health programs across the Asia–Pacific region; AI-enabled platforms in the United States, including Cedars-Sinai, Cleveland Clinic, and Johns Hopkins; and the United Kingdom’s proactive home-care model implemented by Cera. Results: The analysis demonstrates that AI-enabled value-based care models significantly enhance patient outcomes while reducing healthcare costs. Although Türkiye has a strong digital health infrastructure through the nationwide e-Nabız platform, gaps remain in AI integration, full interoperability, ethical data governance, and outcome-linked payment mechanisms. Conclusion:The article proposes a phased roadmap for the period 2026–2030 to accelerate Türkiye’s transition toward AI-driven value-based care. Strengthening interoperability, embedding ethical and algorithmic governance, and expanding outcome-based reimbursement models are identified as critical priorities. With targeted reforms, Türkiye has the potential to emerge as a regional leader in sustainable, high-value healthcare delivery.
