Obeziteye Karşı Kamu Politikasını Gerektiren Nedenler

Abstract

Obezite tüm dünyada yaygın olarak görülen bir hastalık olup ekonomik, sağlık ve sosyo-psikolojik birçok soruna neden olmaktadır. Obezitenin neden olduğu bu sorunlar dışsallıklar, erdemsiz mallar, tutarsız zaman tercihleri ve eksik bilgi nedeniyle piyasada kendiliğinden çözülememektedir. Bundan dolayı kamu politikalarına ihtiyaç duyulmaktadır. Kamu politikaları yoluyla negatif dışsallıkların azaltılması, bireylerin obezite hastalığı ve obeziteye neden olan gıdalar hakkındaki bilgilerinin arttırılması, zaman tercihlerinin uzun vadede fayda sağlayacak şekilde tasarlanması ve obezitenin erdemsiz mal olarak kabul edilip ona göre önlemler alınması sağlanmaktadır. Çalışmanın amacı obezite hastalığına karşı kamu politikası gerekliliği ile nedenlerini incelemektedir. Bu kapsamda obezite hastalığı alanında piyasanın etkin işlemediği ve obezite ile etkin mücadelede kamu politikalarının gerekli ve önemli olduğuna ulaşılmıştır.

Reasons to Public Policy against Obesity

Abstract

Obesity is a common disease worldwide and causes many economic, health and socio-psychological problems. These problems caused by obesity cannot be solved spontaneously in the market due to externalities, demerit goods, inconsistent time preferences, and missing information. Therefore, public policies are needed. Reducing negative externalities through public policies, increasing the knowledge of individuals about obesity disease and food causing obesity, designing time preferences to be beneficial in the long term, and obesity is accepted as demerit goods and measures are taken accordingly. The aim of the study is to examine the reasons and the reasons of public policy against obesity. In this context, it has been reached that the market is not functioning effectively in the area of obesity disease and public policies are necessary and important in the effective struggle against obesity.
