The Role of Smart Cities and Society 5.0 in Regional Development

Abstract

Emerging as a prominent concept in today’s world, Society 5.0 adopts a human-centered approach that integrates technology into the solution of societal challenges. This model aims to enhance individuals’ quality of life through innovative technologies such as artificial intelligence, the Internet of Things, and big data, and unlike Industry 4.0 seeks to promote social equity, environmental sustainability, and innovative solutions. Smart cities, as a key component of Society 5.0, represent digital applications that render urban life more efficient, sustainable, and livable. Within the framework of Society 5.0, smart city projects offer innovative solutions in areas such as energy management, transportation, healthcare, and education, thereby contributing to improved social welfare. From a regional development perspective, smart cities provide a structure that fosters economic growth, reduces social exclusion, and supports environmental sustainability. By offering solutions tailored to local dynamics, smart cities enable more efficient resource utilization and optimize decision-making processes. As a crucial instrument for realizing the vision of Society 5.0, smart cities, together with this overarching paradigm, demonstrate significant potential to create synergy by integrating social equity, environmental balance, and economic development, thereby contributing to the achievement of long-term sustainable development goals. This study adopts a conceptual approach to examine the role of Society 5.0 and smart city applications in regional development. The findings indicate that a human-centered digital transformation offers a development model that simultaneously addresses economic, social, and environmental sustainability. The results further reveal that smart city applications constitute a strategic instrument for regional development policies, playing a pivotal role in supporting sustainable regional development.

Bölgesel Kalkınma Açısından Akıllı Şehirler ve Toplum 5.0’ın Rolü

Abstract

Günümüz dünyasında önemli bir kavram olarak ortaya çıkan Toplum 5.0, insan merkezli bir yaklaşım benimseyerek teknolojiyi toplumsal sorunların çözümüne entegre eden bir modeldir. Bu model, yapay zekâ, nesnelerin interneti ve büyük veri gibi yenilikçi teknolojilerle bireylerin yaşam kalitesini artırmayı hedeflemekte ve Endüstri 4.0’dan farklı olarak, sosyal eşitlik, çevresel sürdürülebilirlik ve yenilikçi çözümler sunmayı amaçlamaktadır. Toplum 5.0’ın önemli bir bileşeni olan akıllı şehirler, şehir yaşamını daha verimli, sürdürülebilir ve yaşanabilir hale getiren dijital uygulamalardır. Toplum 5.0; akıllı şehir projeleri, enerji yönetimi, ulaşım, sağlık ve eğitim gibi alanlarda yenilikçi çözümler sunarak bireylerin refahını artırmayı amaçlamaktadır. Bölgesel kalkınma açısından akıllı şehirler, ekonomik büyümeyi teşvik eden, sosyal dışlanmayı azaltan ve çevresel sürdürülebilirliği destekleyen bir yapı sunmaktadır. Akıllı şehirler, yerel dinamiklere uygun çözümler sunarak kaynakları verimli kullanmayı ve karar alma süreçlerini optimize etmeyi sağlayabilirler. Akıllı şehirler, Toplum 5.0’ın vizyonunu gerçekleştirmek için önemli bir araç olup bu iki önemli kavram; toplumsal eşitlik, çevresel denge ve ekonomik kalkınmayı bütünleştirerek uzun vadeli sürdürülebilir kalkınma hedeflerine ulaşmada önemli bir sinerji yaratma potansiyeli ile dikkat çekmekte, bu doğrultuda Toplum 5.0 çerçevesi içinde teknoloji, toplumun geleceği için bir dönüşüm aracı olarak öne çıkmaktadır. Bu çalışma, kavramsal bir yaklaşım çerçevesinde Toplum 5.0 ve akıllı şehir uygulamalarının bölgesel kalkınmadaki rolünü ele almaktadır. Elde edilen bulgular, insan merkezli dijital dönüşümün ekonomik, sosyal ve çevresel sürdürülebilirliği birlikte ele alan bir kalkınma modeli sunduğunu göstermektedir. Çalışma sonuçları, akıllı şehir uygulamalarının bölgesel kalkınma politikaları açısından stratejik bir araç niteliği taşıdığını, sürdürülebilir bölgesel kalkınmayı destekleyen stratejik bir araç olduğunu ortaya koymaktadır.
