Gelişmekte Olan Ülkelerde Kadın Siyasal Temsili: Panel Veri Analizi

Abstract

Bu çalışma, modern demokrasilerin kapsayıcılık ve eşitlik düzeyini yansıtan kadınların parlamenter temsili ile kurumsal, ekonomik ve demografik dinamikler arasındaki ilişkiyi 22 gelişmekte olan ekonomi perspektifinden mercek altına almaktadır. 2000-2024 dönemini kapsayan araştırma, panel FMOLS ve DOLS yöntemlerini kullanarak bu çok boyutlu etkileşimi ampirik düzeyde analiz etmektedir. Analiz sonuçları, kadınların işgücüne katılım oranındaki artışın siyasal temsiliyet üzerinde güçlü ve pozitif bir etki yarattığını; dolayısıyla ekonomik bağımsızlığın siyasal varlık için vazgeçilmez bir ön koşul olduğunu kanıtlamaktadır. Buna karşın, yüksek ergen doğurganlık oranları ve kadın işsizliği, kadınların karar alma mekanizmalarına erişimini yapısal olarak sınırlayan temel engeller olarak öne çıkmaktadır. Çalışmanın en dikkat çekici bulgularından biri, mevcut kurumsal kalite göstergeleri ile kadın temsili arasındaki negatif ilişkidir. Bu durum yerleşik demokratik yapıların kadınlar için henüz yeterli kapsayıcılığı sağlayamadığına işaret etmektedir. Ulaşılan sonuçlar, parlamenter temsili artırma hedefinin yalnızca yasal düzenlemelerle değil, aynı zamanda kadın istihdamını teşvik eden ve demografik baskıları hafifleten bütüncül sosyo-ekonomik stratejilerle desteklenmesi gerektiğini vurgulamaktadır. Bu çalışma, toplumsal cinsiyet eşitliğinin kolektif refah üzerindeki dönüştürücü potansiyelini hatırlatarak politika yapıcılar için kapsamlı bir yol haritası sunmaktadır.

Women's Political Representation in Developing Countries: A Panel Data Analysis

Abstract

This study examines the relationship between women’s parliamentary representation-which reflects the level of inclusivity and equality in modern democracies-and institutional, economic, and demographic dynamics from the perspective of 22 developing economies. Covering the period from 2000 to 2024, the research analyzes this multidimensional interaction empirically using panel FMOLS and DOLS methods. The results of the analysis demonstrate that an increase in women’s labor force participation rates has a strong and positive effect on political representation; thus, economic independence is an indispensable prerequisite for political participation. In contrast, high adolescent fertility rates and female unemployment emerge as key structural barriers that limit women’s access to decision-making mechanisms. One of the study’s most striking findings is the negative relationship between existing institutional quality indicators and women’s representation. This suggests that established democratic structures have not yet provided sufficient inclusivity for women. The findings emphasize that the goal of increasing parliamentary representation must be supported not only by legal reforms but also by comprehensive socio-economic strategies that promote women’s employment and alleviate demographic pressures. By highlighting the transformative potential of gender equality for collective well-being, this study offers policymakers a comprehensive roadmap.
