Uluslararası Sistemde İklim Değişikliği: Krizler ve Yeni Arayışlar

Öz
İklim değişikliği yalnızca çevresel bir sorun olmanın ötesinde uluslararası iş birliği gerektiren çok boyutlu küresel bir meseledir. İklim değişikliğinin nedenleri ve etkileri ülkeler arasında farklılıklar gösterdiğinden devletler arası iş birliği hayati önem taşımaktadır. Özellikle gelişmiş ülkeler ile gelişmekte olan ülkeler arasındaki iş birliği, sera gazı emisyonlarının azaltılması ve sürdürülebilir kalkınma hedeflerine ulaşılması açısından kritik bir rol oynamaktadır. Bu bağlamda Birleşmiş Milletler Hükümetler Arası İklim Değişikliği Paneli (IPCC) gibi kuruluşlar, uluslararası çevre hukukunun gelişimine katkı sağlamış ve politika yapıcılara bilimsel veriler sunarak küresel çözümler geliştirilmesine öncülük etmiştir. Bununla birlikte devletler arası iş birliği sadece teorik olarak var olan bir ihtiyaç değildir. Aynı zamanda uluslararası güvenlik ve ekonomik çıkarlar açısından da önemli bir alanı kapsamaktadır. Ancak iş birliği süreçlerinin etkili olabilmesi için gelişmiş ve gelişmekte olan ülkeler arasında daha dengeli ve kapsayıcı bir yaklaşım benimsenmesi gerekmektedir. Bu çalışmaya göre küresel ölçekteki iklim değişikliği mücadelesinde daha güçlü liderlik ve daha fazla iş birliği gerekmektedir.

Climate Change in the International System: Crises and New Pursuits

Öz
Climate change represents not just an environmental issue, but a complex global challenge that requires international cooperation. The causes and effects of climate change vary across countries and make state-to-state collaboration crucial. Particularly, the cooperation between developed and developing countries is an extremely important factor in the reduction of greenhouse gas emissions and achieving sustainable development goals. In this context, institutions like the Intergovernmental Panel on Climate Change (IPCC) have contributed significantly to the development of international environmental law and have led the way in providing scientific data to policymakers and fostered global solutions. However, international cooperation is not only a theoretical necessity but also an area of significant importance concerning international security and economic interests. Effective collaboration requires a more balanced and inclusive approach between the developed and developing countries. This article argues that stronger leadership and greater cooperation at the global level are required to combat climate change.
