Kamu Yönetiminde Teknoloji ve Yenilik Yönetimi Perspektifinden Çevik Yönetişim

Abstract

Kamu yönetiminde çevik yönetişim, hızla değişen koşullara uyum sağlamak ve kamu hizmetlerinin etkinliğini artırmak amacıyla geliştirilmiş esnek bir yönetim modelidir. Geleneksel bürokratik yapılar genellikle katı hiyerarşiler ve sabit prosedürlerle tanımlanırken, çevik yönetişim bu engelleri aşarak daha dinamik, hızlı ve vatandaş odaklı bir yaklaşım sunmaktadır. Bu model, karar alma süreçlerini hızlandırmakta, kriz ve acil durumlarda hızlı ve etkili çözümler geliştirilmesine olanak tanımaktadır. Çevik yönetişim, performans odaklı bir kültür oluşturarak sürekli iyileştirme ve optimizasyonu teşvik etmekte, veri analitiği ve dijital araçlar kullanımı ile hizmet sunumunun etkinliğini artırmaktadır. Ayrıca, departmanlar arası iş birliği ve bilgi paylaşımını güçlendirerek yenilikçi fikirlerin ortaya çıkmasını ve uygulanmasını kolaylaştırmaktadır. Bu çalışmada çevik yönetişimin kamu yönetimindeki rolü, esneklik kazandırma, hızlı karar alma ve teknoloji ile yenilik yönetimi entegrasyonu bağlamında incelenmiştir. Örneklem olarak Türkiye’de e-Devlet Kapısı, ABD’de GSA’s Agile Methodologies, Fransa’da DGFIP Dijital Dönüşüm, Kanada’da Dijital Kapsayıcılık Projesi, Slovenya’da e-Government Services ve Ukrayna’da Smart City Projesi gibi ulusal ve uluslararası uygulamalar değerlendirilmiştir. Karşılaştırmalı analiz, farklı ülkelerdeki çevik yönetişim uygulamalarının performans, hizmet kalitesi, vatandaş memnuniyeti ve yenilikçilik üzerindeki etkilerini kapsamlı bir şekilde ortaya koymaktadır. Sonuçlar, çevik yönetişimin teknoloji ve yenilik yönetimi ile desteklendiğinde, kamu kurumlarının daha esnek, hızlı ve yenilikçi hale gelmesini sağlayan etkin bir yönetim modeli olduğunu göstermektedir. Bu çerçevede, çevik yönetişim, modern kamu yönetiminde performans artırıcı ve vatandaş odaklı stratejik bir yaklaşım olarak ön plana çıkmaktadır.

Agile Governance in Public Administration from the Perspective of Technology and Innovation Management

Abstract

Agile governance in public administration is an adaptive management approach aimed at improving responsiveness to rapidly changing conditions and increasing the efficiency of public services. While traditional bureaucratic structures are often characterized by rigid hierarchies and fixed procedures, agile governance overcomes these limitations by offering a dynamic, flexible, and citizen-centered strategy. This model accelerates decision-making processes and enables the development of quick and effective solutions during crises and emergencies. Agile governance promotes a performance-driven culture, supports continuous improvement, and leverages digital tools and data analytics to enhance service delivery. Additionally, it fosters interdepartmental collaboration and information sharing, which helps generate and implement innovative solutions. In this study, the role of agile governance in public administration is examined through its focus on increasing flexibility, enabling rapid decisions, and integrating technology and innovation management. Case studies from Türkiye (e-Government Gateway), the USA (GSA’s Agile Methodologies), France (DGFIP Digital Transformation), Canada (Digital Inclusion Project), Slovenia (e-Government Services), and Ukraine (Smart City Project) are analyzed. A comparative analysis highlights the impact of agile governance on performance, service quality, citizen satisfaction, and innovation across different countries. The findings demonstrate that agile governance, when supported by technological and innovation management practices, is an effective management model that helps public institutions become more flexible, responsive, and innovative. Therefore, agile governance stands out as a strategic, performance-oriented, and citizen-focused approach in modern public administration
