Prof. Chang is Professor for the Medical Informatics School, Chung Shan Medical
University; Department of Information Management, Ming Chuan University, and
president of Medical Decision Science Association of Taiwan. He recently joined the
International Advisory Board of Karadeniz Technical University and Süleyman
Demirel University to support their internationalization mission in 2023.
His research contributions are focuses on clinical studies of specific diseases,
including predicting cancer recurrence and Second Primary Cancer, diagnosing
glaucoma and early chronic kidney disease, and analyzing posttraumatic growth and
health behavior in clinical psychology. For practice issue, his team apply several
innovative information technologies and collaborate across disciplines and countries
around the world. He has published more than 150 peer-reviewed articles in reputed
international journals and conferences.
Prof. Chang have co-founded three international conferences, two AI forums, and
the Medical Decision Science Association of Taiwan with his team members. There are
the International Conference on Medical and Health Informatics (ICMHI) in 2017 [1],
the International Conference on Healthcare Service Management (ICHSM) in 2018 [2],
the Health Big Data, Analytics and Artificial Intelligence Forum (HBAAI) in 2017 [3],
the Joint Executive Board on Medical Informatics Taiwan (JEBMI) in 2018 [4] and the
Medical Decision Science Association of Taiwan (MEDSAT) in 2022 [5], the
International Symposium on Medical Decision Science (ISMDS) in 2023 [6], 2024 [7]
and the Medical Decision Science Association of Mongolia (MEDSAM) [8].
He is the founding Editor-in-Chief of the Decision Science in Medicine. He also an

Maye Omar is associate professor at the University of Leeds and a senior international health systems/public health management consultant, specialising in education management and health systems development, with over 40 years of experience in teaching, research and capacity development.
His teaching and leadership are both shaped by an intense interest in change and in the institutional factors and processes that might drive student education, international capacity development and partnership as well as institutional leadership transformations. His work over the last 40 years ranged from health professional education, educational leadership, curriculum and programme development and research/evaluation of training and health systems development. Maye has extensively worked in designing and reviewing educational programmes and training at undergraduate and postgraduate levels, both in Leeds and overseas, serving in different committees and task forces, as well as in supervising and examining postgraduate students at PhD, masters’ and intercalated BSc levels. He has acted as an internal examiner at the University of Leeds and external examiner in a number of universities in the UK and overseas. Over the years, he served as a consultant to a number of international organisations, such as Carter Center, Global Fund, WHO, UNICEF, World Bank, European Union and UK Department for International Development (formerly DFID). He dedicated substantial time to establishing and developing the capacity of training institutions in a number of low-middle income countries for more than four decades, training thousands of graduates and participants with innovative curricula, educational techniques and technologies, introducing post-graduate problem-based learning and pioneering continuous professional development (CPD) initiatives for doctors, pharmacists, nurses and other health professionals. Maye’s research focuses on training evaluation, policy and planning, human resources development, mental health systems and aspects of the interaction between health service providers and end users.
Kishwar Joonas is a tenured Associate Professor of Marketing at Prairie View A&M University, Prairie View, Texas, USA. She has a doctorate in Business - Marketing from Louisiana Tech University, U.S.A. She has a Master of Management Studies in Marketing, and a Bachelor of Commerce, both from Bombay University, India. Her research interests include consumer behavior, cross-cultural Marketing, flow theory, marketing information systems, environmental and healthcare marketing, statistical modeling, as well as marketing education. Dr. Joonas has presented scholarly research in eminent conferences. Her research appeared in quality journals such as Asia-Pacific Journal of Management, Health Marketing Quarterly, Technology in Society, AIMS International Journal of Management, Hospital Topics, and Journal of Higher Education Theory and Practice. Dr. Joonas has been recognized with several grants, as well as prestigious international awards in her experience of over 25 years of in teaching, research, as well as university, professional, and public service.
