Of Rule and Revenue - Margeret Levi

Abstract

The study aims to criticize the work of Rule and Revenue (Of Rule and Revenue), which can be considered as one of the cult works in the field of tax policy, and to bring it into Turkish public finance literature. Levi tries to explain income policies with the “The theory of Predatory Rule” This work argues that managers try to earn more income to fulfill their personal desires.. However, it adds that managers have their own limitations. Levi expresses the harmony between managerial behavior and the governed, defines voluntary compliance. Levi's theoretical approach ultimately emphasizes the role of structural context, institutional constraints, and rational, strategic behavior. It seeks to dominate and is influenced by both classical Marxism and the new institutional economics of Douglass North. It also draws inspiration from state-centered approaches, suggesting that legal entities have different interests people. With this study of Levi, discusses compatibility between the governed and the rulers. Seh also explains the political purpose in the behavior of the rulers and the effect of the approaches in the income generation policies have become the subject of examination. The aim of our study is to introduce the content of Margaret Levi's work "On Ruling and Income", to express the criticisms. İt also aims to introduce/remind the study to the Turkish public finance literature by stating the new discussion topics that emerged with this study by Levi.

Hükmetmek ve Gelir Üzerine - Margeret Levi

Abstract

Bu çalışma vergi politikası alanın kült eserlerden biri olarak değerlendirebilecek Hükmetmek ve Gelir Üzerine (Of Rule and Revenue) adlı eseri Türk literatürü içerisinde kritik ederek Türk maliye yazınına kazandırmayı hedeflemektedir. Levi, Hükmetmek ve Gelir Üzerine adlı eserinde gelir politikalarını yöneticilerin “Yırtıcı Kural Teorisi” ile açıklanmaya çalışmaktadır. Yöneticilerin kişisel arzularını yerine getirmek için daha fazla gelir elde etmeye çalıştıklarını ileri süren yırtıcı kural teorisi bu durumun bazı sınırları olduğunu ve yöneticilerin diledikleri gibi hareket edemeyeceğini de eklemektedir. Ayrıca Levi, yönetici davranışları ile yönetilenler arasında uyum olduğunu ifade etmekte, bunu gönüllü uyum olarak tanımlamaktadır. Levi'nin teorik yaklaşımı nihayetinde yapısal bağlamın, kurumsal kısıtlamaların ve rasyonel, stratejik davranışın rolünü vurgulamayı amaçlamakta, hem klasik Marksizm’den hem de Douglass North'un yeni kurumsal ekonomisinden etkilenmektedir. Ayrıca kurumsal aktörlerin, sosyal aktörlerin çıkarlarından farklı çıkarlara sahip olduğunu ortaya atarak devlet merkezli yaklaşımlardan da esinlenmektedir. Levi’nin bu çalışmasıyla yönetilenler ve yöneticiler arasındaki uyumluluk, yönetenlerin davranışlarındaki politik amaç ve gelir üretim politikalarındaki yaklaşımların etkisi inceleme konusu haline gelmiştir. Çalışmada önce Levi’nin, eseri tanıtılmış ve eserin içerindeki teoriler olan yağmacı yönetim teorisi, gelir maksimizasyonu ve gönüllü uyum açıklanmıştır. Çalışma daha sonra esere yayınlandığı dönem ve sonrasında yapılan eleştirileri yer vermiştir.
