Resmî aktörler bağlamında dijital kamu diplomasisi

Abstract










Kamu diplomasisi, içinde bulunulan yüzyılın en önemli
uluslararası enstrümanlarından biridir. Özellikle İkinci Dünya Savaşı’nın
ardından kamu diplomasisine ağırlık verilmeye başlanmıştır. Kamu diplomasisinde
yeni iletişim teknolojileri etkili bir şekilde kullanılmaktadır. Kamu diplomasisi
hem geleneksel medyayı hem elektronik medyayı hem de dijital medyayı kapsamı
içerisine almaktadır. 21. yüzyıl kamu diplomasisinde dijital medyanın hem hızlı
olması hem de karşılıklı iletişime imkân vermesi nedeniyle geleneksel ve
elektronik medyaya göre daha çok tercih edildiği görülmektedir. Türk İşbirliği
ve Koordinasyon Ajansı Başkanlığı (TİKA), Yurtdışı Türkler ve Akraba
Topluluklar Başkanlığı (YTB) ve Kızılay; Türkiye’nin kamu diplomasisi
alanındaki önemli kurum ve kuruluşlarıdır. Bu çalışmada da TİKA, YTB ve Kızılay’ın
Facebook ve Twitter’ı kamu diplomasisi bağlamında nasıl kullandıkları
irdelenmektedir.

Digital public diplomacy in the context of official actors

Abstract










The public diplomacy is one of the most important
international instruments. Especially after the Second World War, public
diplomacy began to be emphasized. New communication technologies in public
diplomacy are being used effectively. Public diplomacy involves both
traditional media, electronic media, and digital media. It is seen that digital
media in the public diplomacy of the 21st century is preferred both by
traditional and electronic media because it allows both rapid and mutual communication.
TIKA, YTB and Kızılay; Turkey's public diplomacy in the field of important
institutions and organizations. This study also examines how TİKA, YTB and Kızılay
use Facebook and Twitter in the context of public diplomacy.
