After completing my undergraduate education in Meteorological Engineering at Istanbul Technical University, I pursued my Master's and Ph.D. degrees in Hydrogeological Engineering at Hacettepe University.  I have held positions as an engineer and branch manager at the General Directorate of Meteorology and the General Directorate of State Hydraulic Works. I have contributed to two book chapters, including "Seyhan Dam, Turkey, and climate change adaptation strategies" and "Water Resources Potential of Turkey" and authored/coauthored nearly 20 articles in the field of hydrometeorology, along with numerous conference presentations. In the past, I served as the secretary and vice-chair of the Water Policies Expert Committee under the Ministry of Water and Forestry, as well as a member of the Hydrology Expert Committee in the same ministry. My work in public service has involved water policies and transboundary waters, and I have participated in many meetings with various countries on water issues within the framework of bilateral and regional relations with organizations and also worked closely with UNESCO IHP, IAHS, and WMO. I continue my academic research and teaching at Samsun University's Department of Meteorological Engineering.

The IJWMD focuses on new concepts and methods such as

water and circular economy, technological water, virtual water, innovative water diplomacy, "zero waste" concept, smart water cities, inter-city water policy, subnational hydropolitics which have emerged recently in the field of Water Management and Water Diplomacy.

The Journal also focuses on ocean science  and protecting the future productive capacity of the ocean’s ecosystems

The International  Journal will  be an environment to discuss the above mentioned issues from a transdisciplinary perspective  and system thinking  approach  to encourage scientific studies on water management and diplomacy.  It also aims to put these studies from academia to practical areas.

Publication Policy
1. International Journal of Water Management and Diplomacy is published electronically twice a year (June and December) in ULAKBİM DergiPark Platform under the status of "Refereed Journal".
2. With an interdisciplinary approach, the journal includes studies that address issues such as International Water Law, Water Diplomacy, Water Policies, Water Management, Water, Energy, Food and Environmental Security, with case studies at local, regional and global scale.
3. The articles submitted to the journal are scientifically evaluated by the Referee Board by double-blinding after they are passed through the editorial process in terms of purpose, scope, method and writing principles.
4.In addition to peer-reviewed articles, the journal includes non-refereed articles, application studies, study reports, case presentations, technical notes, book reviews, standard reviews, biographies, law and decision reviews, book introductions and undergraduate students' academic studies.
5. The International Journal of Water Management and Diplomacy adopts Open Access approach. Articles, articles, etc. by the journal. No submission fee, editorial processing fee or publication fee is charged for.
6. No fee is paid to the authors for the articles published in the journal.
7. Reported researches should be prepared in accordance with ethical rules and the references made in the text should be indicated. Acceptable similarity rate upper limit is 20%.
8. The opinions adopted in the published articles are not the opinion of the journal, it is the responsibility of each article author.

Ethical Principles
The ethical responsibilities below have been prepared in accordance with the ethical rules and responsibilities specified by the Committee on Publication Ethics (COPE). Our journal's editors, referees and authors are expected to act in accordance with the following ethical rules.

1. Ethical Responsibilities for Referees
The referee board is reviewed at least once a year and regularly updated. Articles submitted to the journal for publication are passed through the editorial process in terms of purpose, scope, method and writing principles. Manuscripts that can be published at the end of the editorial process are sent to 2 different referees. In this context, International Journal of Water Management and Diplomacy journal referees are expected to have the following ethical responsibilities:
• Evaluations should be impartial.
• Referees must be experts in the subject they are commenting on, and if they do not have sufficient knowledge on the subject, they should decline the referee offer.
• Referees should not have a conflict of interest with the research or with the authors.
• Due to the confidentiality principle, the referees should destroy the studies they have reviewed after the evaluation process.
• Make the assessment objectively only in relation to the content of the study. It should not allow nationality, gender, religious beliefs, political beliefs, and business concerns to influence the assessment.
• As a requirement of their responsibility to be educator and instructor, referees should guide the authors and avoid comments that hurt and degrade the authors' incompetence.
• They must perform the work they have accepted to evaluate, on time and within the framework of the above ethical responsibilities.


2. Ethical Responsibilities for Authors
Articles sent for publication should not be against scientific publication ethics (plagiarism, forgery, distortion, reproduction, slicing, unfair authorship, not specifying the sponsoring organization, not following ethical rules in animal studies, etc.).
• Authors should have conducted the research process of their submitted studies in accordance with ethical rules and relevant legislation. Articles should be original studies suitable for the specified study areas.
• In the case that research results requiring an ethics committee decision are included in the articles they send, the ethics committee decision information (name, date, number, etc.) of the ethics committee should be stated in the article.
• In case of direct citations from other studies during the article research process, the author should be cited. The bibliography list must be complete and the cited sources must be indicated.
2.1. Convenience and Reliability
• The author should use appropriate data analysis methods when necessary and seek expert advice if necessary.
• In studies with multiple authors, authors should take joint responsibility for the content of their publications. Authors should check their publications at every stage to ensure that methods and findings are reported accurately.
2.2. Honesty
• Articles sent to the journal should not have been published elsewhere or sent for publication.
• The author should describe the research methods used and present their findings clearly.
2.3. Originality
• The author must undertake that the work is original and has not been published elsewhere in any language.
• If the research findings have been published before or are sent to a different journal to be published elsewhere, the Editor should be informed about the subject during the article submission process. Authors must submit copies of relevant publications or copies of works submitted to other journals.
• Multiple publications originating from a single research project should be clearly identified and referenced to the primary publication.
2.4. Transparency
• Within the framework of evaluation processes, the author may request raw data regarding his articles, in such a case, the author should be ready to present the expected data and information to the editorial board and referee board.
• The author must have a document showing that he has the right to use the data used, the necessary permissions for the research / analysis or that he has carried out the authorization procedures for the subjects.
• The author should describe his methods clearly and clearly so that the findings of the study can be verified by others.
2.5. Responsibility
• The author cannot have their work in the application process of more than one journal at the same time. Each application can be started following completion of the previous application.
• In the event that the author notices a mistake or mistake about his published work at the early view or evaluation stage, the journal editor has an obligation to cooperate with the editor in informing, correcting or withdrawing.

2.6. Multiple Author Studies
• In studies with multiple authors, all authors should be listed, and they should be included in the copyright transfer form during article submission.
• During the execution of the article evaluation processes, a responsible author should be selected from among the authors, and communication with the editor should continue.
• Changing the author responsibilities of a study whose evaluation process has started (such as adding authors, changing the order of authors, removing authors) cannot be proposed.
• Changes and edits to the article should be communicated to all authors. This operation is under the responsibility of "Corresponding Author".
• In studies with multiple authors, authors are expected to take joint responsibility for the integrity of the research and reporting. However, if authors take responsibility only for certain aspects of the research and their reports, this should be stated in the publication.

2.7. Referee process 
• Detailed information about the referee process is given on the Writing Rules page under the title "Refereeing and Evaluation Process". Authors are deemed to have accepted these rules when submitting articles.
• The author should cooperate in this process and respond to referee and editor requests in a timely and accurate manner.
• If the author wishes to retract his work during the evaluation process, he should inform the editor.

3. Ethical Responsibilities for Editors
3.1. Responsibility for Journal Content

The editor is responsible for every article published in the journal. They must ensure the quality of the material they publish and preserve the integrity of the published record. In this context, the editor;
• Decides only academically and takes full responsibility for these decisions.
• It pays attention to act in accordance with the principle of freedom of thought in order to evaluate the works fairly and impartially.
• Conducts business processes in accordance with intellectual property rights and ethical standards.
• Strives to meet the information needs of readers and writers, and continuously

He graduated from the Agricultural Faculty of Çukurova University in Turkey in 1983. He obtained M.Sci and Ph.D. in Cukurova University in 1986 and 1993, respectively. He has worked as a researcher on irrigation and relations between water and yields of crops since 1988. He has carried out the research projects on irrigation scheduling for different crops, the relations between water and yield of crops and comparing different irrigation methods. He was head of Department of Agricultural Structures and Irrigation, Agricultural Faculty, Dicle University in Diyarbakir Province of Southeastern Anatolia Region of Turkiye. Vice Dean (2008-2011) and Dean (2016-2018) of Agricultural Faculty. He has participated to the courses on irrigation for 4 months in Utah State University, USA, and advanced courses on irrigation and soil management for 2 months in Israel. Meanwhile, he has joined to some international conferences, symposiums, seminars and short courses in many different countries (more than 50). He is member of National Society of Soil Science, National Society of Agricultural Engineering, International Union of Soil Sciences and International Commission of Agricultural Engineering. He is an active author having contributed more than 115 papers. In addition, he is an author for 7 chapters and 3 books. Lastly, he has actively taught irrigation scheduling, irrigation management, soil-water relations, fertigation, water productivity on training of farmers, agricultural technicians and engineers in national and international levels for long time. He is a member of the Irrigation Management Technical Committee of the Ministry of Agriculture and Forestry, DSI, (2023) and a member of the Scientific Advisory Board of the Agricultural Strategy and Policy Development Center (TARPOL) (2023).

ODTÜ - Şehir ve Bölge Planlama Bölümü’nden 1998 yılında mezun olmuştur. Yüksek lisans çalışmasını, aynı bölümün Kentsel Tasarım Yüksek Lisans programında 2001 yılında tamamlamış, 1999-2005 yılları arasında Şehir ve Bölge Planlama Bölümü’nde Araştırma Görevlisi olarak çalışmıştır. Bu dönemde, çeşitli planlama stüdyolarında ve planlama projelerinde görev almıştır. 2004-2005 döneminde Almanya’nın Yer Bilimleri Araştırma Merkezi’nin Hidroloji Bölümünde (GFZ-Potsdam) burslu araştırmacı olarak bulunmuştur. İlk doktora derecesini ODTÜ Şehir ve Bölge Planlama Bölümü’nden "Risk toplumu ve planlama: Türk kentlerinde sel felaketi yönetimi" başlıklı çalışmasıyla 2009 yılında almıştır. Japon Uluslararası İşbirliği Ajansı (JICA) tarafından sağlanan 3 yıllık burs ile Tokyo Üniversitesi Kent Mühendisliği Bölümü’nde ikinci doktorasını "Tahliye ve Geçici Barınma Alanlarının Mekansal Dağılımı Üzerine bir CBS Tabanlı Model Geliştirme: Fatih İlçesi Örnek Çalışması" alanında 2012 yılında tamamlayarak Türkiye’ye dönmüştür. Afet riski azaltma kavramının belediye düzeyinde uygulanmaları konusunda pek çok çalışmada yer almıştır.




2013 yılından beri ODTÜ Şehir ve Bölge Planlama Bölümü’nde Öğretim Üyesi olarak görev yapan Balaban, halen CRP 201-202 Planlama Stüdyosu dersleri, Şehir ve Bölge Planlamada Güncel Konular (CRP 404) dersi ile Planlamada Coğrafi Bilgi Sistemlerine Giriş (CRP 238) dersini vermektedir. Belli bir dönem ise CRP 301-302 Planlama Stüdyosu Dersleri ile Deprem Çalışmaları Y. lisans Programında yer alan Afet Risk Yönetimi ve Risk Azaltma Temel Prensipleri (EQS 508) dersini vermiştir. Risk yönetimi ve sakınım planlaması, iklim değişikliği, kentsel taşkın risk yönetimi ve sakınım planlamasında coğrafi bilgi sistemleri tabanlı modelleme gibi çalışma konuları ile çeşitli ulusal ve uluslararası araştırma projelerinde Proje Koordinatörü ve Araştırmacı olarak yer almaktadır. YÖK doçentliğini Mart 2020’de alan Şenol Balaban; Ağustos 2018 tarihinden beridir ODTÜ Afet Yönetimi Uygulama ve Araştırma Merkezi Müdürlüğü görevini sürdürmektedir.
