الحق في الأمن: مقاربة قانونیة مقارنة بین أطروحات النظریة الأمنیة والنظریة الإسلامیة

Abstract

الغایة الأولیة التي یسعى إلیھا الإنسان وسائر المحلوقات فوق وجھ الأرض ھي "الأمن"، بمختلف حاجات تحقیقھ، سواة أكانت فیزیقؤة أو روحانیة، ھاجس كل التصورات والوقائع في حقل العلاقات الدولیة بتعدد مستویاتھا ( المحلیة، الإقلیمیة والعالمیة)، ولھذا بات الأمن حثا للجمیع، إلأ أن المقاربات تختلف في تحدید الأسس والمعالم وحتى المفاھیم المتعلقة بھ. یسبر من خلال ھذه الدراسة نسعى إلى الإیحاء عبر مقاربة مقارنة حول فكرة "الحق في الأمن"، بین الأطروحات النظریة الأمنیة الجدیدة من جھة، والنظریة الإسلامیة من جھة أخرى. في ھذا الصدد یمكننا طرح التساؤل العام للإشكالیة البحثیة على النحو الآر كیف ساھمت كل من الأطروحات النظریة الأمنیة الجدیدة والنظریة الإسلامیة في الإقرار یأسس ومبادئ أحي الأمن لدى المجتمعات والدول؟
. للإجابة على ھذا التساؤل العام، نمكننا طرح جملة من التساؤلات

ا. ماھي مفاھیم و آثار النزعة المادیة للأمن لدى الأطروحات النظریة
الأمنیة؟
.2كیف رسمت المقاربات التقلیدیة للتحلیل الأمني مستویات ومفاھیم
الأمن؟
.3ماھي معاییر البناء الأمني بعد إعادة مفھمتھ ؟
.4ماھي معاني الأمن في الإسلام؟
.5ما ھي أھم مكونات الأمن من المنظور الإسلامي؟
