Abstract

Terörizm sponsorlarına karşı adalet yasası (JASTA) şeklinde adlandırılan ve Birleşik Devletler Kongresi tarafından yasalaştırılan düzenleme hukuka, sözleşmelere ve ülkelerin dokunulmazlık ve egemenliklerine ilişkin uluslararası normlara karşı yapılmış yakın tarihli bir darbedir. . Bu kanun Birleşik Devletler Kongresini, Birleşik Devletlerin problemlerini, başka ülkelere müdahale ve işgaller ile altyapıyı yerle bir etmenin yanında binlerce insan öldürmeyi ve örneğin Vietnam, Afganistan ve Irak’ta olan sayısız olaya ek olarak Japonya’ya iki nükleer bomba atılmasını ortadan kaldırmayacaktır. JASTA’ya ilişkin ABD Kongresindeki tartışmalardan ve JASTA’nın yürürlüğe girmesinden sonra üst derece yetkililerin açıklamalarından sonra bu kanunun anlamının Suudi Arabistan’ı adalete aykırı şekilde terörizmi desteklemekle suçlamaktır. Bu nedenle bu çalışmada Suudi Arabistan’ın terörizmle savaşını, insani sorunlarla ilgili çabalarını, terörizm fenomenine karşı Suudi Arabistan’ın attığı önemli ve somut adımlarını, bu fenomeni, bunun korkunçluğunu ve yıkıcı sonuçlarını işaret eden konferans ve toplantılara yapılan etkili katkıları açıklamak bizim için gerekli hale gelmiştir.
