BİRİNCİ DÜNYA SAVAŞI ÖNCESİNDE AVRUPA, OSMANLI DEVLETİ’NİN İTTİFAK ARAYIŞLARI VE SAVAŞA GİRİŞİ
Abstract
İtilaf Devletleri’nin çıkarlarının Osmanlı Devleti ile çatışıyor olması pek çok olumsuzluğu beraberinde getirmekteydi. Nitekim Osmanlı Devleti’nin sömürgeci devletlerin yolu üzerinde olması, bunun yanı sıra yer altı zenginliklerine sahip olması, bu devletleri Osmanlı aleyhine paylaşım planlarına itmekteydi. Bu durumda Osmanlı Devleti için iki seçenek ortaya çıkıyordu. Birincisi tarafsız kalmaktı. Fakat bu Osmanlı Devleti topraklarında gözü olan sömürgeci devletler karşısında zayıf kalarak kaybetmekti. İkincisi ise Almanya ile ittifak kurmaktı ki İttihat ve Terakki mensuplarının önemli isimleri, Harbiye Nazırı Enver Paşa Sadrazam Said Halim Paşa, Dâhiliye Nazırı Talat Paşa ve Meclis Başkanı Halil Bey gibi, bu birlikteliği istiyordu. Üstelik böyle bir ittifak İttihatçılara göre, Osmanlı Devleti’nin sadece mevcut durumunu korumakla kalmayacak, Balkanlarda kaybettikleri toprakları ve prestijlerini de kazanmalarına vesile olacaktı. Yine kuzeyden gelecek Rus tehdidine karşı bir perde, Düyûn-u Umumiye İdaresini ve kapitülasyonları kaldırmak için de katkısı olacaktı.

Abstract
The conflicting interests of the Entente States with the Ottoman Empire resulted in many problems. Ottoman Empire, with its mineral resources, was both an obstacle and reason for cooperation and conflict among the Entente States. From the Ottoman perspective, in case of the pre-war alliances, there were two options. The first option was to stay neutral. However, this was risky, considering that, every great power had an eye on him and wants a piece of it. The second was to ally with Germany. Indeed, many members of the Committee of Union and Progress, such as Enver Pasha, Minister of War, Grand Vizier Said Halim Pasha, Interior Minister Talat Pasha and Parliament Speaker Halil Bey were favor of this option. According to these people, such an alliance would not only protect the Ottoman Empire, but also would help it to gain the lands and prestige it lost in the Balkans. Thirdly, an alliance with Germany would serve as a block against Russian threat and help the Ottoman Empire to free itself, in case Germany and it won, from Düyûn-u Umumiye debts and capitulations
