TÜRKİYE’DE BÖLGESEL İŞGÜCÜ HAREKETLERİ, İŞSİZLİK VE EKONOMİK KALKINMA

Öz

Bu çalışma, Türkiye’de İBBS Düzey 2 bazında bölgesel işgücü hareketleri ile işsizlik arasındaki ilişkiyi analiz etmektedir. Çalışmanın temel amacı bölgesel işgücü hareketleri ile bölgesel işsizlik arasındaki bağlantıyı ortaya çıkarmak ve bunun bölgeler arasındaki işsizlik oranları farklılığını azaltmada bir etkisinin olup olmadığını incelemektir. Çalışmanın sonuçları, Türkiye’de bölgesel işgücü hareketliliği ve bölgesel işsizlik oranları arasında zayıf bir ilişkinin varlığına işaret etmektedir. Bu, yüksek işsizlik oranlarının olduğu bölgeden düşük işsizlik oranlarının olduğu bölgeye doğru, düşük düzeyde de olsa bir hareket anlamına gelmektedir. Ancak, bu etkileşimin yüksek çıkmaması ve dolayısıyla bunun bölgesel işsizlik oranları arasındaki farklılıkları azaltmada bir politika olarak kullanılamaması, bölgesel gelişme politikaları doğrultusunda bölgeler arası gelişmişlik farklılıklarının azaltılmasını ve işgücü piyasası önlemlerinin hayata geçirilmesini gerekli kılmaktadır.

Abstract

This study analyzes the relationship between regional labor mobility and regional unemployment rates in Turkey at the NUTS II level. The main aim of the study is to explore the connection between regional labor mobility and unemployment and examine whether this has an affect on decreasing the differences in regional unemployment rates. The results of the study point out that there is a weak relationship between regional labor mobility and regional unemployment rates in Turkey. This means that inspide of this low level of the relationship, there is a tendency for people to move from high unemployment regions to low unemployment regions. But, because this interaction is not strong this can not be used as a policy to decrease the regional unemployment disparities, therefore new policies for decreasing differences in regional development levels in terms of regional development and precautions in labor market are required
