Endüstri İlişkileri Sisteminin Teorik Çerçevesi Olarak Stratejik Endüstri İlişkileri Sistemi: Türkiye Örneği

Abstract

Endüstri ilişkileri disiplininin küreselleşme ile ortaya çıkan yeni ekonomi politik yapıda teorik anlamda bir kısırdöngü yaşadığı görülmektedir. Bu kısırdöngünün aşılması ulusal endüstri ilişkileri sistemlerini etkileyen küresel ve bölgesel aktörlerin varlığı veri alınarak, endüstri ilişkilerinin temel dinamiklerinde yaşanan değişimin açık bir sistem modeli çerçevesinde ele alınmasıyla mümkündür. Bu çalışma kapsamında endüstri ilişkileri sistemi açık bir sistem modeli olarak ele alınmakta ve endüstri ilişkilerinde küreselleşme ile birlikte ortaya çıkan gelişmeler stratejik endüstri ilişkileri sistemi teorisiyle analiz edilmektedir. Genel olarak küresel düzeyde yaşanan gelişmeleri ve bu gelişmelerin ulusal düzeydeki izdüşümlerini analiz eden bu teorik çerçevede Türk endüstri ilişkileri sisteminin durum analizi yapılmaktadır. Böylece genel bir teorik çerçeve olarak kurgulanan stratejik endüstri ilişkileri sistemi, spesifik olarak, Türk endüstri ilişkilerinin teorik çerçevesi olarak ele alınmaktadır.

Abstract

The theoretical background of the industrial relations has been experiencing a vicious-circle with the political economy posed by the globalization trends. This ingrained vicious-circle can be surpassed only when the transformations having been experienced in the foundations of industrial relations are taken into consideration by means of taking account of the existence of global and regional actors effective upon the national industrial relations systems in an open-system framework. Concurrrently, the aim of this paper is to inquire into the industrial relations system in the framework of strategic industrial relations systems. In this theoretical approach in which the global developments in industrial relations and their repurcussions at the local level are comprehensively gone through, the case of Turkish industrial relations systems is examined on an evolutionary basis. Besides being considered a general industrial relations theory, spesifically, strategic industrial relations system is evaluated as a theoretical framework for Turkish industrial relations system.
