ANALYSIS OF HEALTH INDICATORS IN TURKEY WITHIN SUSTAINABLE DEVELOPMENT GOALS FRAMEWORK

Abstract

Within the scope of sustainable development, 17 goals and 169 targets have been determined within the framework of the "Agenda 2030: UN Sustainable Development Goals (SDG)" covering the period 2000-2015. That global agenda is the continuation of the "Millennium Development Goals" program initiated by the United Nations (UN). Among these goals, there are also targets related to the field of health. Monitoring the health expenditures has been a crucial topic whether the resources are used efficiently, which directly affect the national economy and have a great impact on the economy. The aim of this study is to analyze health indicators in Turkey within Sustainbale Development Goals framework.Turkey has already reached some targets and remained outside the scope of these targets. However, there are still indicators that need improvement. 14 health indicators between the years 2013 and 2018 period has been analyzed with TOPSIS method. The findings reveal an increasing trend within Turkish health indicators.

SÜRDÜRÜLEBİLİR KALKINMA AMAÇLARI KAPSAMINDA TÜRKİYE’DE SAĞLIK GÖSTERGELERİNİN ANALİZİ

Abstract

Sürdürülebilir kalkınma kapsamında, Birleşmiş Milletler (BM) tarafından başlatılan ve 2000-2015 dönemini kapsayan “Binyıl Kalkınma Hedefleri” programının devamı niteliğinde olan “Gündem 2030: BM Sürdürülebilir Kalkınma Amaçları” çerçevesinde 17 amaç ve 169 hedef belirlenmiştir. Belirlenen bu amaçlar arasında sağlık alanı ile ilgili olan hedefler de bulunmaktadır. Ülke ekonomisini doğrudan etkileyen ve ekonomi üzerinde büyük etkisi olan sağlık harcamalarının takip edilmesi, kaynakların verimli kullanılıp kullanılmadığı açısından dikkatle izlenmesi gereken bir konudur. Bu çalışmanın amacı, sürdürülebilir kalkınma amaçları kapsamında Türkiye’de sağlık göstergelerini analiz etmektir. Türkiye bazı hedeflere şimdiden ulaşmış ve bu hedefler kapsam dışı kalmıştır. Bununla birlikte hala iyileştirilmesi gereken göstergeler bulunmaktadır. Bu noktadan hareketle, 2013-2018 dönemine ait sağlık ile ilgili 14 gösterge TOPSIS yöntemi ile analiz edilerek, yıllara göre performans puanı elde edilmiş ve buna göre Türkiye’nin artan yönde bir trende sahip olduğu görülmüştür.
