DÖNGÜSEL EKONOMİ: AVRUPA BİRLİĞİ ÇALIŞMALARI

Abstract

Amaç: Bu makale, sürdürülebilir ve rejeneratif uygulamalara yönelik stratejik geçişi vurgulayarak, döngüsel ekonomi ilkelerinin Avrupa Birliği (AB)'nin düzenleyici ve ekonomik çerçevesine entegrasyonunu incelemektedir. Odak noktası, AB'nin başta plastikler olmak üzere endüstriyel atıkların yarattığı kapsamlı çevresel zorlukları nasıl ele aldığı ve kaynak verimliliği ile sürdürülebilirliği teşvik etmek için döngüsel ekonomi modellerinden nasıl yararlandığını anlamaktır.
Yöntem/Tasarım/Yaklaşım: Bu çalışma, AB'nin döngüsel ekonomi politikalarını ve uygulamalarını mevcut literatür ve raporlar üzerinden değerlendirmektedir. Bu değerlendirme, ilgili mevzuat ve stratejik planlarla detaylandırılmış ve bölümlerde toplanarak inceleme makalesi olarak sunulmuştur.
Bulgular: AB'nin döngüsel ekonomi politikaları, başta plastik kirliliği olmak üzere atıkların çevresel etkilerinin azaltılmasına önemli ölçüde katkıda bulunmuştur. Geri dönüşüm teknolojisi ve ürün tasarımındaki yenilikler, kaynak verimliliğinin artırılmasında etkili olmuştur. Bulgular, AB'nin proaktif yasal ve stratejik önlemlerinin, atık üretiminde önemli azalmalar ve artan geri dönüşüm oranları ile küresel döngüsel ekonomi uygulamaları için bir ölçüt oluşturduğunu göstermektedir. Bununla birlikte makale, teknolojik sınırlamalar, ekonomik kısıtlamalar ve geri dönüşüm programlarına daha fazla tüketici katılımı ihtiyacı dahil olmak üzere tam döngüselliğe ulaşmada karşılaşılan zorlukları da tanımlamaktadır.
Özgünlük: Bu çalışma, özellikle küresel çevresel sürdürülebilirlik zorlukları bağlamında, AB'nin döngüsel ekonomi ilkelerini uygulama stratejilerinin ayrıntılı bir analizini sunarak mevcut literatüre katkıda bulunmaktadır. Döngüsel ekonomi hedeflerinin ilerletilmesinde politika, teknoloji ve piyasa uygulamaları arasındaki etkileşime dair benzersiz bir bakış açısı sunmaktadır. Çalışmanın özgünlüğü, politika analizi, teknolojik inceleme ve ekonomik çıkarımları kapsayan bütüncül yaklaşımında yatmaktadır ve bu da onu sürdürülebilirlik ve kaynak yönetimi ile ilgilenen politika yapıcılar, araştırmacılar ve uygulayıcılar için değerli bir kaynak haline getirmektedir.

CIRCULAR ECONOMY: EUROPEAN UNION PRACTICES

Abstract

Objective: This paper examines the integration of circular economy principles into the European Union's regulatory and economic framework, emphasizing the strategic shift towards sustainable and regenerative practices. The focus is on understanding how the EU is leveraging circular economy models to address the broader environmental challenges posed by industrial waste, particularly plastics, and to promote resource efficiency and sustainability.
Methodology/Design/Approach:. This study assesses the EU's circular economy policies and practices through existing literature and reports. This assessment is elaborated with the relevant legislation and strategic plans and presented as a review article.
Findings: The EU's circular economy policies have contributed significantly to reducing the environmental impact of waste, particularly plastic pollution. Innovations in recycling technology and product design have been instrumental in improving resource efficiency. The findings show that the EU's proactive legislative and strategic measures have set a benchmark for global circular economy practices, with significant reductions in waste generation and increased recycling rates. However, the paper also identifies challenges to achieving full circularity, including technological limitations, economic constraints and the need for greater consumer participation in recycling programs.
Originality: This paper contributes to the existing literature by providing a detailed analysis of the European Union's strategies to implement circular economy principles, particularly in the context of global environmental sustainability challenges. It offers a unique perspective on the interplay between policy, technology and market practices in advancing circular economy goals. The originality of the study lies in its holistic approach, encompassing policy analysis, technological review and economic implications, making it a valuable resource for policymakers, researchers and practitioners interested in sustainability and resource management.
