Decomposing Domestic Value-Added Growth in Global Value Chains (GVCs): A Shift-Share Analysis for Türkiye

The transformation of global production has reshaped the production and export structures of economies. In this process, rather than focusing on the production of final goods and services, countries have shifted toward specializing in particular stages of global production to achieve higher value-added. In this regard, analyzing countries’ positions within global value chains (GVCs) and how their integration into these chains contributes to structural transformation is important for understanding how economies are embedded in global production. The primary aim of the research is to evaluate whether Türkiye’s embedding into GVCs is based on a technology-driven structural transformation or competitive-driven development. To this end, Shift-Share Analysis (SSA) is applied using Domestic Value-Added in Foreign Final Demand (DVA) data from the OECD-TiVA (2025) database, covering the period 1995-2022. DVA growth is decomposed into three components: the National Growth Effect (NGE), the Industrial Mix Effect (IME), and the Regional Competitive Effect (RCE). The findings demonstrate that Türkiye’s manufacturing industry sub-sectors exhibit a structure aligned with global demand dynamics and have achieved relative competitive advantages in various sectors. Moreover, the limited and fluctuating pattern of IME suggests that adequate structural deepening hasn’t been achieved globally, particularly in technology-intensive sectors.  In conclusion, it appears that Türkiye's integration into GVCs is predominantly based on competition-driven, while technology-driven structural transformation, although positive, remains limited and fluctuating. This situation necessitates strengthening industrial and technology policies to achieve upward upgrading within GVCs and generate higher value-added production.

Küresel üretimde yaşanan dönüşüm, ekonomilerin üretim ve ihracat yapılarının yeniden şekillenmesine yol açmıştır. Bu süreçte ülkeler, nihai mal ve hizmet üretiminden ziyade küresel üretim ağlarının belirli aşamalarında uzmanlaşarak daha yüksek katma değer elde etmeye yönelmiştir. Bu bağlamda, ülkelerin küresel değer zincirleri (KDZ’ler) içindeki konumlarının ve entegrasyonun yapısal dönüşüme katkısının analiz edilmesi, ekonomilerin küresel üretim ağlarına nasıl eklemlendiğini anlamak açısından önem taşımaktadır. Bu çalışmanın temel amacı, Türkiye ekonomisinin KDZ’lere katılımının teknoloji temelli bir yapısal dönüşüme mi yoksa rekabet temelli bir gelişmeye mi dayandığını ortaya koymaktır. Bu amaç doğrultusunda, OECD-TiVA (2025) veritabanında yer alan 1995–2022 dönemine ait yabancı nihai talep içindeki yurt içi katma değer (DVA) verileri kullanılarak Pay-Kayma Analizi (SSA) uygulanmıştır. DVA artışı: Ulusal Büyüme Etkisi (NGE), Sektörel Karışım Etkisi (IME) ve Bölgesel Rekabet Etkisi (RCE) bileşenlerine ayrıştırılmıştır. Elde edilen bulgular, Türkiye’nin imalat sanayi alt sektörlerinin küresel talep dinamikleriyle uyumlu bir yapı sergilediğini ve birçok sektörde göreli rekabet avantajı elde ettiğini göstermektedir. Bununla birlikte, sektörel karışım etkisinin sınırlı ve dalgalı seyretmesi, özellikle teknoloji yoğun sektörlerde küresel ölçekte yeterli derinleşmenin sağlanamadığına işaret etmektedir. Sonuç olarak, Türkiye’nin KDZ’lere entegrasyonunun ağırlıklı olarak rekabet temelli gerçekleştiği; teknoloji temelli yapısal dönüşümün ise pozitif olmakla birlikte sınırlı kaldığı anlaşılmaktadır. Bu durum, KDZ’lerde yukarı yönlü konumlanma ve yüksek katma değer üretimi için sanayi ve teknoloji politikalarının güçlendirilmesini gerekli kılmaktadır.
