A Treatise on Morality and Governance Submitted to Sultan Abdulhamid I by an Anonymous Author

Abstract

From the point of historiography and historical sociology, memoranda (Lāyihas) are generally considered as significant source-materials for researchers and historians, as they contain observations and solutions to political, economic and military issues of the era in which they were written. Sultan Abdulhamid I, who came to the throne at the time of the devastating treaty of Kuchuk Kaynardja, had to grapple, during his fifteen-year-reign, with a whole array of problems, such as heavy war indemnities, social unrests and insurgencies, as well as tremendous economic challenges. Not only in his time but also during the reigns of the succeeding Sultans many memoranda depicting the conditions of the Empire were composed. The present manuscript penned by an unknown author can be viewed as an important text contributing to the field of Islamic ethico-political thought. With its numerous systematic propositions about the state of affairs and insightful advices for the Sultan, along with many other interesting aspects, it affords substantial information that reflects the prevailing mind-set of the era when the Empire was swiftly moving towards implementing structural reforms through its Tanzimat reorganization. As understood from its content, the treatise, which was composed by its author with the intention of submitting it to Sultan Abduhamid I, provides invaluable ideas and suggestions concerning the establishment of an effective justice system in the state governance, possible causes of the social decline, desirable human qualities of an excellent ruler, classifications of human beings according to their characters, the significance of military intelligence at both war and peace, etc. Given the critical time it was written, especially when the State was face-to-face with the challenges threatening its very survival, and also considering the scarcity or even the unavailability of these kinds of comprehensive studies as yet, this treatise will hopefully make a modest contribution to the existing literature in the field of Islamic ethical and political thought.
