On the other hand Russia, aiming to become the economic and political power and dealing with its own internal problems, tries to manage the positive and negative trends of historically inherited administrative tradition.In this direction, contemporary Russian administration having passed a certain way by structural and legislative aspects on one hand and by practical side on the other hand, admits that bureaucratic problems constitute serious obstacles in the way of the country’s development. An important issue to be mentioned is that the country’s legislative and political discourse, in the field of Public Ethics especially is focused on the issues of “corruption” and “nepotism”.
Özet
Rusya’da kamu yönetimi ve devlet geleneği, tarihsel koşullarla şekillenmiş olan kendine özgü siyasal, ekonomik, sosyokültürel özellikleri taşımaktadır. Rusya Çarlık sonrası Sovyet yönetim geleneğini, çağdaş dönemde modern siyasi ve bürokratik yapıları tecrübe etmiştir. Ekonomik ve siyasi güç olmayı hedefleyen ülke, diğer yandan da kendi iç sorunlarıyla uğraşırken, yönetim geleneğinde tarihten miras aldığı olumlu ve olumsuz eğilimlerle karşı karşıya kalmaktadır.
Bu istikamette, bir yandan mevzuat-hukuk ve yapısal açılardan, diğer yandan da uygulama açısından belirli yol kat eden çağdaş Rusya yönetimi, bürokratik sorunların ülkenin gelişimi karşısında ciddi engeller oluşturduğunu itiraf etmektedir. Belirtilmesi gereken önemli bir husus, Kamu Etiği alanında ülkedeki mevzuat ve siyasi söylemin özellikle “yolsuzluk” ve “kayırmacılık” konuları üzerine yoğunlaşmasıdır.
