Toplumsal Cinsiyetin Çevresel Adalet ve Iklim Değişikliği Bağlamında Türkçe Literatürdeki Görünürlüğü

Abstract

Toplumsal cinsiyet konusunun dünya literatüründe çevresel adalet ve iklim değişikliği bağlantısında önemi giderek artarken, bu konu Türkçe akademik çalışmalarda marjinal bir konu olmaya devam etmektedir. Kadınlar çok sayıda eşitsizlik ve bunun sonucu olarak dezavantajla karşı karşıyadır ve bu yüzden çevresel adalet tartışmalarında feminist bakış açısı gereklidir. Bu makale çevresel adalet ve iklim değişikliği bağlamında toplumsal cinsiyet faktörünün önemini ortaya koyarak, bu konuda olan açığı ortaya çıkarmak ve Türkçe literatüre kaynak kazandırmayı amaçlamaktadır. Bunun için, hem hakemli dergilerde İngilizce ve Türkçe yapılan literatür taraması, hem de 2006–2019 tarihleri arasında yapılmış önceki araştırmalarımın da kullanıldığı için, sosyal araştırma metotlarının birleşimi kullanılmıştır. Bu araştırma, toplumsal cinsiyet merceğinin ‘çevresel adalet’ ve çevresel adalet konusu olan ‘iklim değişikliği’ bağlamında Türkiye’de ihmal edildiğini ortaya koymakta ve bu ihmalin ülkemizin iklim değişikliğinin giderek artan olumsuz etkilerine uyum ve mücadele politikalarını olumsuz etkileyeceğini savunmaktadır. Çünkü kadınlar çevresel adaletsizlik ve dolayısıyla iklim değişikliğinin olumsuz etkilerinden orantısız bir şekilde etkilenmektedirler. Bunun yanında, çevresel adaletsizliklere karşı yapılan taban aktivizminde ön planda yer almaları sebebiyle iklim değişikliğine uyum ve etkilerinin giderilmesi politikalarında önemli bir potentiyal kaynaktırlar.

Making Gender Visible in Turkish Academic Literature on Climate Change and Environmental Justice

Abstract

While gender is increasingly important in international literature with regard to environmental justice and climate change, it remains a marginal topic in Turkey. Considering the numerous gender-related inequalities and disadvantages, a feminist perspective is required in the debate on environmental justice. This paper investigates environmental justice and climate change through a gender lens to uncover this failure and contribute to academic research in Turkish by raising awareness on the importance of gender in this context. As part of this research, mixed methods were used (a literature review in peer-reviewed journals, as well as including the research that I conducted between 2006 and 2019). This paper reveals that with regard to ‘environmental justice’ and, as an environmental justice issue, ‘climate change’, gender perspective has been neglected in Turkey. This negligence is expected to affect the country’s climate change adaptation and mitigation policies adversely, as women are disproportionately affected by environmental injustices and the impacts of climate change. Moreover, women can be important agents of climate change adaptation and mitigation because they are often at the forefront of grassroots activism against environmental injustices
