YAPISAL BÜTÇE BAKİYESİNİN TEORİK ESASLARI VE TÜRKİYE ÖRNEĞİ

Abstract

Devlet bütçeleri konjonktürel değişimlere bağlı olarak dalgalandığından, ortaya çıkan bütçe bakiyesinin ekonomideki devresel ya da yapısal bir durumun sonucu olup olmadığının belirlenebilmesi için bir ölçüm yöntemine ihtiyaç bulunmaktadır. Bu makalede, 1980 ve 2004 yılları arasında, Türkiye’nin bütçe bakiyesi üzerindeki iki tür etki incelenmektedir. Bunlardan ilki, iş çevriminin sonucu olarak otomatik bir şekilde ortaya çıkan devresel açık ya da fazla, diğeri ise bütçe rakamları devresel etkiden arındırıldıktan sonra geriye kalan yapısal açık ya da fazladır. Yapısal bütçe bakiyesi, ekonomi potansiyel üretim düzeyinde iken bütçe gelir ve harcamalarının ulaşacağı tutarı ifade etmektedir. Devresel bütçe açık ya da fazlaları tam istihdam durumunda ortadan kaybolmaktadır. Oysa yapısal açık ya da fazlaların giderilebilmesi, devletin uygulayacağı ihtiyari bir politikaya bağlıdır. Bütçe rakamlarının ekonomik dalgalanmaların (enflasyon ve durgunluk) etkilerinden arındırılmasındaki amaç, ülkenin içinde bulunduğu mali durumun daha net bir şekilde görülmesi ve bunun maliye politikası analizlerinde bir rehber gibi kullanılabilmesidir.
