Sosyal Korumada Yeni Sosyal Risk Yaklaşımı

Abstract

Gelişmiş
kapitalist ülkelerde sanayi sonrası toplum yapısının ortaya çıktığı süreçte,
sosyal risklerin yapısı da köklü biçimde değişmeye başlamıştır. Emek piyasası
ve toplumsal yapıdaki köklü değişiklikler sonucunda yoksulluk konjonktürel bir
nitelikten daha çok yapısal bir hale bürünmüştür. Ayrıca son yıllarda toplumsal
yapıda meydana gelen dönüşümlerin, ekonomik yapının doğurduğu riskler için bir
çarpan işlevi gördüğü ya da uygulanan sosyal politikaların faydasını azaltıcı
yönde etki göstermekte olduğu görülmektedir. Özellikle emek piyasası ve
ekonomik yapının dışında, bireyselleşme, aile yapısının istikrarsızlaşması gibi
olgularla birlikte post-modern toplum yapısının sosyal risklerin toplumdaki
dağılımına olan etkisi, sosyal politika geliştirmeyi daha zor hale getirmiştir.
Bu durumda sosyal risk sorunuyla başa çıkmak için yeni yapıya uygun sosyal
koruma stratejileri geliştirilmesi gerektiği dile getirilmeye başlanmış olup,
iş ve aile yaşamını uzlaştırıcı ve çocuklara yönelik fırsat eşitliği sağlayıcı
politikalar çözüm önerileri olarak öne çıkarılmaktadır. Aynı toplumsal
statüdeki bireylerin kendi aralarında evlenmesi durumu olan homogami olgusunun
ortaya çıkması ise kadın istihdamını artırma stratejisinin olumlu etkisinin zayıflama
potansiyeli doğurmakta ve bu yönüyle sosyal risklerin değişen doğasını ortaya
koymaktadır. Bu noktada çalışmada yoksullukla mücadelede geleneksel pasif
yardımların yanı sıra ortaya çıkmasını engellemeye yönelik sosyal yatırım
uygulamalarının, özellikle çocuk yoksulluğunu engelleme çabalarının, günümüz
ekonomik ve toplumsal yapısının gereği olarak uzun dönemde daha etkili bir
sosyal koruma politikası olacağı ileri sürülmekte ve Türkçe literatürde göz
ardı edilen yeni sosyal risk-sosyal koruma anlayışına uygun sosyal
politikaların geliştirilmesinin bir sosyal sorumluluk gereği olduğuna dikkat
çekilmektedir.
